Welcome to the “i-Relay” Youth Integrity Project!
Integrity is a universal value. Everyone plays a part in upholding it and passing it on. This Project is spearheaded by the Independent Commission Against Corruption (ICAC) with the support of the Commission on Youth, Committee on the Promotion of Civic Education, all the 17 tertiary education institutions and several renowned youth associations in Hong Kong. It provides a good chance for young people to explore the topics of youth integrity, money management and a fruitful life.
To create synergy and encourage international exchange, tertiary students from the Mainland and overseas are welcome to join the Team Competition, Exchange Programme and the Youth Summit of the Project.

Input Session (9 November 2013) (for Hong Kong students)
Prominent speakers will share with participants on topics related to the pivotal value of youth integrity and the role of youth in promoting integrity.
ICAC Ambassadors and Team competition participants are welcome to join.
Team Competition
Participants are required to form teams to develop marketing plans to promote youth integrity and/or conduct project-based studies on topics related to youth ethics and money management and a fruitful life.
The competition is divided into two categories:
(A) Marketing Plan on Promoting Youth Integrity
· To develop a marketing plan with creative and feasible ideas on promoting youth integrity. The plan should include rationales, objectives, detailed implementation plan, cost effectiveness analysis and evaluation methods. The target participants and context of the marketing plan should also be specified e.g. in primary, secondary schools, tertiary education institutions or the community at large.
· The submission should comprise the following items:

(B) Project-based Report
· To conduct a project and write a report on one of the following topics, including a review of relevant literature, data collection, analysis of information collected and making recommendations:

2. Young people’s views on money management and a fruitful life

Requirements
· Participants are required to form a team of 2 to 4 members for joining the competition. Each team can submit only ONE entry in Category A and/or Category B.
· The main body of the entry should be limited to 2,500 - 3,000 words, excluding appendices, footnotes, bibliographies and acknowledgement.
· The entry should be printed on the single side of A4 paper with page number on each page, 2.5cm margins, font size of “13” and the total number of words indicated at the end of the entry.
· Four hard copies of the entry should be submitted by mail to the Secretariat on or before 13 December 2013 (Hong Kong time).
Regulations
· Participants should fully understand and agree that the Organiser has the right to use the entries for advertising, promotional or educational purposes. The Organiser also has the right to use the selected entries without liability to pay the participants.
· Participants should ensure that their entries have not infringed the copyright of works of any persons or organisations. The Organiser assumes no responsibility for the copyright infringement of entries.
· Any omissions in the regulations are subject to amendments by the Organiser without further notice.
Adjudication
The adjudication will be conducted in two phases. The Adjudication Panel will shortlist a maximum of 10 finalist teams from each of Category A and B for the final adjudication. The finalist teams are required to give a 10-minute presentation in English on their entries, following up by a 5-minute Q&A session. The presentations are welcomed to be supplemented with multi-media production.

Exchange Programme (24 – 27 Apr 2014)
Finalist teams of Team Competition will be invited to join a four-day exchange programme to be held in Hong Kong. The programme includes visits to the ICAC and other organisations, meetings with prominent leaders in the local community and a Youth Summit.
Youth Summit (26 Apr 2014)
Through interacting with distinguished speakers and students from different places, the participants can reinforce their understanding on integrity related issues. The winning teams will be invited to share their experiences and gains from the Team Competition. Findings of a survey on “Youth Values and Ethical Decision” coordinated by the ICAC’s Centre of Anti-Corruption Studies will also be released in the Youth Summit.
The Youth Summit will be conducted in English.

歡迎廉政大使及隊際比賽參加者參加。
隊際比賽
參加者須組成隊伍，提交推廣計劃書，建議如何有效向年青人推廣誠信價值；或就青年誠信、財富與人生等主題，撰寫專題研習報告。
比賽分為兩個組別：
(1) 推廣計劃書 - 向年青人推廣誠信
· 參加者撰寫推廣計劃書，提供具創意及可行的構思，向年青人推廣誠信。計劃書內容應包括活動設計理念及目的、詳細實施計劃、成本效益及評估方法。計劃書亦須列明活動對象及場景，例如在小學、中學、大專或社區開展活動。
· 提交的計劃書應包括以下項目：

比賽須知
· 參賽者須組成二至四人隊伍，每隊只可在組別(甲)及/或組別(乙)遞交一份作品。
· 作品內容限於2,500至3,000字（中、英文均可），字數不包括附錄、註釋、參考書目錄及鳴謝。
· 作品須列印於A4紙張，以單頁印刷，每頁印上頁碼，紙邊留有2.5厘米空白，字體大小為「13」，完結處須註明總字數。
· 作品一式四份須於2013年12月13日或之前(香港時間)郵寄到大會秘書處。

交流活動（2014年4月24 - 27日）
隊際比賽的入圍隊伍將獲邀參與在香港舉行為期四天的交流活動，內容包括參觀廉政公署及其他機構、與傑出領袖對談、出席青年高峰會議等。
青年高峰會議（2014年4月26日）
透過與專家講者及來自不同地方的學生的交流，參加者能對誠信相關課題有更深入的認識；同場並邀請隊際比賽優勝隊伍分享成果及箇中得著。會議亦會公佈由廉政公署廉政建設研究中心統籌的一項有關「青年人道德價值及抉擇」的調查結果。
青年高峰會議將以英語進行。

诚信是重要的普世价值。每个人有责任维护它和将它承传下去。此计划由廉政公署主办，并得到青年事务委员会、公民教育委员会、香港十七所大专院校及多个青年服务机构的支持。此计划提供一个好的机会，让年青人探讨诚信、财富与人生等主题。
计划包括队际比赛、交流活动及青年高峰会议，欢迎中国内地及海外大专学生参加，以加强协作及国际交流。

参与计划的得益
· 深入了解诚信价值对年青人的重要；

专家讲者与参加者分享诚信价值的重要及年青人推广诚信的角色等相关课题。
欢迎廉政大使及队际比赛参加者参加。
队际比赛
参加者须组成队伍，提交推广计划书，建议如何有效向年青人推广诚信价值；或就青年诚信、财富与人生等主题，撰写专题研习报告。
比赛分为两个组别：
(3) 推广计划书 - 向年青人推广诚信
· 参加者撰写推广计划书，提供具创意及可行的构思，向年青人推广诚信。计划书内容应包括活动设计理念及目的、详细实施计划、成本效益及评估方法。计划书亦须列明活动对象及场景，例如在小学、中学、大专或社区开展活动。
· 提交的计划书应包括以下项目：

(4) 专题研习报告

比赛须知
· 参赛者须组成二至四人队伍，每队只可在组别(甲)及/或组别(乙)递交一份作品。
· 作品内容限于2,500至3,000字（中、英文均可），字数不包括附录、注释、参考书目录及鸣谢。
· 作品须列印于A4纸张，以单页印刷，每页印上页码，纸边留有2.5厘米空白，字体大小为「13」，完结处须注明总字数。
· 作品一式四份须于2013年12月13日或之前(香港时间)邮寄到大会秘书处。

评审分两个阶段进行，评审团将在两个组别中各选出最多10队入围队伍进入最后评审。入围队伍须就其推广计划书或研习报告以英语作10分钟简报，并有5分钟答问环节。简报欢迎辅以多媒体制作。
