The project partners are preparing the Closing Conference (see below), they are finishing the pilot pro- jects and are analysing and docu- menting the common actions. One of the springs‘ highlights was without doubt the very successfull ELLA-moving-exhibition. Also notable politicians and external experts attended the regional conferences, local workshops and seminars. At the moment the main focus is on the common declaration of intention of the 23 project partners and the transnati- onal agreed joint action program for spatial planning. Futhermore the Elbe-Atlas and other products are being produced. Detailed news about this can be found in the newsletter. This newsletter reports on the various activities in

Die ELLA Konferenz in Szolnok/Ungarn fand vom 8.–11. März 2006 statt. Federführend bei der Organisation und Umsetzung war d e r u n g a r i s c h e P a r t n e r (Wasserbehörde Mittlere Theiss, vertreten durch Herrn Lovas und Frau Szesci).
Neben einem intensiven Erfah-rungs- und Informationsaustausch zwischen Raumordnung und Was-serwirtschaft wurde der aktuelle Stand aller fünf Arbeitsgruppen präsentiert. Experten aus dem Elbe-Einzugsgebiet diskutierten Lösungsansätze mit Kollegen aus der Theiß-Region, die gerade wieder im April stark betroffen war, mit Rekordpegeln und Deich-durchbrüchen am Theiß-Zufluss Körös nahe Szolnok.
Darüber hinaus wurden weitere Schritte und Konzepte für die zukünftige Kooperation diskutiert.

Das Hochwasser im März und April 2006 wurde durch Schmelz-wasser und starke Niederschläge im Oberlauf ausgelöst. Sehr stark betroffen waren vor allem Moldau und Eger in Tschechien und Teile der Mulden. Der hohe Wasser-stand der Elbe hielt dabei beson-ders lange an. Gerade im Mittel-lauf der Elbe zeigte die erfolgrei-che Arbeit der letzten drei Jahre am Oberlauf ihre Erfolge. Die Steuerung der tschechischen Talsperren konnte die Hochwas-serwelle am oberen Elb-Abschnitt mildern. Die Vorhersage war zu-verlässig und die Deiche hielten. Jedoch wurden am Unterlauf die Auswirkungen umso größer. Hier überstiegen die Pegel sogar die Marke aus dem Jahr 2002.
Die Betrachtung der Folgen belegt einmal mehr die Notwendigkeit einer überregionalen und grenz-übergreifenden Zusammenarbeit. Einzelmaßnahmen beim Hochwas-serschutz führen zur Problemver-lagerung auf den Nachbarn. Über-regionale Kooperation ist notwen-dig.

Povodně v březnu a dubnu 2006 byly způsobeny táním sněhu a silnými srážkami na horním toku Labe. Velmi silně postiženy byly především řeky Vltava a Ohře v České republice a části Moldy. Povodňová hladina Labe se pak držela mimořádně dlouho. Právě na středním toku Labe se však úspěšně projevily výsledky prove-dených prací na horním toku Labe z posledních třech let. Řízení údol-ních přehrad na české straně úspěšně zmírnily povodňovou vlnu na horním toku. Povodňová předpovědní činnost probíhala spolehlivě a ochranné hráze vydržely. Avšak na dolním toku byly dopady povodně o to větší. Zde stoupl povodňový profil do-konce výše než v roce 2002.
Vyhodnocení následků povodně dokazuje o to více nutnost národní a přeshraniční spolupráce. Jednot-livá opatření ochrany před povodněmi mají jednoznačně za následek přednášení problému na sousední země. Prokazuje se zde jednoznačně potřeba národní koo-perace.
The flooding in March and April 2006 was caused by melting snow and heavy rainfall in the upper valleys. The Vltava and Ohře in the Czech Republic and parts of the Mulde rivers were particularly badly affected. Also, the high water level of the Elbe remained for a considerable time. The suc-cess of the work of the last three years in the upper valley could be seen particularly in the central Elbe valley region. The control of the Czech dams was able to redu-ce the crest of the flood wave in the upper valley region. The fore-cast was reliable and the dikes held. However, the effects on the lower valley region were all the more severe. Here, water levels even exceeded those of 2002.
The consideration of the conse-quences shows once again the necessity for trans-regional and cross-border cooperation. Indivi-dual measures of flood protection only lead to just passing on the problem to the neighbour. All regions involved must cooperate with each other.
Konference ELLA v Szolnoku/Maďarsko se konala ve dnech 8. až 11. března 2006. Zastřešení orga-nizace a realizaci zajistil maďarský partner (vodoprávní úřad Střední Tisa, v zastoupení pana Lovase a paní Szesci).
Kromě intenzivní výměny informací a zkušeností mezi územním pláno-váním a vodním hospodářstvím byl prezentován aktuální stav činnosti všech pěti pracovních skupin. Od-borníci z povodí Labe diskutovali východiska řešení s kolegy z regio-nu Tisy, který byl právě v dubnu opět silně postižen povodní, kdy došlo k rekordním stavům vody a protržení hrází na přítoku Tisy, na řece Körös v blízkosti města Szol-nok.
Kromě toho se diskutovalo o dalších krocích a koncepcích vzájemné budoucí kooperace.
The ELLA conference in Szolnok/Hungary took place from 8th – 11th March. The organisation and implementation were carried out by the Hungarian partner (Middle Tisza Water Authority, represen-ted by Mrs. Szesci and Mr. Lovas).
Besides an intensive dialogue between spatial planning and water management within the scope of catchment area manage-ment, the current status of all five working groups was presented. Experts from the Elbe catchment area discussed possible solutions with colleagues from the Tisza region which was again badly affected by flooding in April with dike breaches near Szolnok at the mouth of the Körös - a Tisza tribu-tary.
Moreover, further steps and con-cepts for the future cooperation were discussed.

Als ein wesentlicher Baustein zur Erhöhung des Problem– und Risi-kobewusstseins im Elbe-Einzugs-gebiet wurden im Rahmen des ELLA-Projekts Regionalkonferen-zen konzeptioniert und durchge-führt. Hauptziel dieser Veranstal-tungen war es, die innerhalb des ELLA-Projektes erarbeiteten Zwi-schenergebnisse einem breiten Kreis von Entscheidungsträgern und Fachleuten aus Regionen, Kommunen, Forschung und Fach-planung vorzustellen. Außerdem wurden konkrete Informationen über die zur Verfügung stehenden raumplanerischen Maßnahmen, Gefahreninformationen und Stra-tegien diskutiert. Daneben konn-ten sich die Teilnehmer mit Ver-tretern des Katastrophenschutzes, der Melde– und Vorhersagezentra-len sowie mit anderen Experten über Vorhersage, Vorbereitung, Meldewege und Management im Hochwasserfall austauschen. Wei-tere Schwerpunktthemen waren die INTERREG-Förderung, Ergeb-nisse der ELLA-Pilotprojekte sowie die im Projekt durchgeführte Öf-fentlichkeitsarbeit. Begleitend zu den Veranstaltungen wurden Ele-mente der Wanderausstellung gezeigt und Informationsmaterial zur Verfügung gestellt. In den Pausen wurde die Möglichkeit zum Fachaustausch in informellen Gesprächen genutzt.

Die erste Regionalkonferenz fand am 13. April 2006 in Prag statt. Etwa 50 Teilnehmer diskutierten unter den Eindrücken des Früh-jahrhochwassers über weiterge-hende Möglichkeiten der Hoch-wasservorsorge.
Am 24. April 2006 wurde in Dres-den eine Konferenz im Blockhaus an der Elbe durchgeführt. Mehr als 100 Teilnehmer konnten dort neben landesweiten Aktivitäten auch regionale und lokale Ansätze zum vorsorgenden Hochwasser-schutz beleuchten.
Am 29. Mai 2006 wurde im Alten Rathaus von Magdeburg die dritte Regionalkonferenz zusammen mit der ELLA- Wanderausstellung eröffnet. Hauptthema war vor allem der aktuelle Stand der Hoch-wasserschutzmaßnahmen in Sach-sen-Anhalt.

Jako jeden z hlavních stavebních kamenů pro zvýšení povědomí o problému povodní a jejich riziku v povodí Labe byla v rámci projek-tu ELLA vypracována koncepce a realizace regionálních konferencí. Hlavním cílem těchto akcí bylo představení dílčích výsledků vypra-covaných v rámci projektu ELLA a diskuse s odborníky z regionů, obcí, z oblasti výzkumu a z plánovacích orgánů. Ti všichni měli možnost diskutovat na základě zcela konkrétních informa-cí o opatřeních územního plánová-ní, které jsou k dispozici, o povodňových rizicích a strategiích. Kromě toho si mohli účastníci kon-ference vyměnit zkušenosti se zástupci složek krizového řízení v situaci přírodních katastrof, o hlásné a předpovědní povodňové službě a měli možnost diskutovat s dalšími experty o předpovědích, př ípravách, úrovních hlásné činnosti a řízení povodňových situ-ací. Dalšími stěžejními tématy byly dotace ze zdrojů EU, výsledky pilotních projektů ELLA a práce s veřejností, která byla v rámci projektu uskutečněna. Jako dopro-vodná akce konference byly pre-zentovány prvky putovní výstavy a rozdáván informační materiál. N e f o r m á l n í r o z h o v o r y o přestávkách poskytly další možnost k výměně informací na odborné úrovni.
První regionální konference se konala dne 13. dubna 2006 v Pra-ze. Přibližně 50 účastníků diskuto-valo po dojmech z jarních povodní o dalších možnostech preventivní ochrany před povodněmi.
Dne 24. 04. 2006 byla uspořádána konference v Drážďanech, v budově Blockhaus na Labi. Více než 100 účastníků zde mělo příležitost informovat se blíže ne-jen o národních aktivitách protipovodňové prevence, nýbrž i se všemi způsoby řešení na regio-nální a obecní úrovni.
Dne 29. května 2006 byla ve staré radnici v Magdeburku zahájena třet í regionální konference společně se zahájením putovní výstavy ELLA. Hlavním tématem byl především aktuální stav opatření ochrany před povodněmi ve spolkové zemi Sasko-Anhaltsko.
Within the ELLA project frame-work, regional conferences were conceived and implemented as one of the cornerstones for inc-reasing the problem and risk awa-reness in the Elbe catchment area. The main target of these events was to present the inter-mediate results of the ELLA pro-ject and to discus these with re-presentatives from the regions, municipalities, researchers and planning experts. Thus, this group of experts had the opportunity of discussing up-to-date, concrete information about the available spatial planning measures, hazard information and strategies. Furthermore, the participants could exchange views with repre-sentatives of emergency services and the measurement and fore-casting authorities, as well as other experts on the subjects of forecasting, preparations, infor-mation dissemination methods and management in cases of flooding. Other focuses were the EU funding, the results of the ELLA pilot projects as well as the public relations work carried out during the project. Accompanying the conferences, parts of the mobile exhibition were shown and information material was distribu-ted. Of course, the expert partici-pants used the breaks in the ses-sions for an informal exchange.
The first regional conference took place on 13th April 2006 in Pra-gue. Under the impression of the Spring flooding, about 50 partici-pants discussed further possibili-ties of flood protection.

Großer Erfolg der Ausstellung
Die von allen Beteiligten mit viel Einsatz und Fachwissen vorbereite-te Ausstellung zur Hochwasservor-sorge stand im Mittelpunkt der Aktivitäten der Arbeitsgruppe 5 und vieler Projektpartner im ersten Halbjahr 2006. Die Wanderausstel-lung bot neben zahlreichen Info-plakaten auch Filme, Bilder, eine Vielzahl von Spielen sowie einen Malwettbewerb für Kinder an.
Die Ausstellung war innerhalb von drei Monaten in 16 verschiedenen Orten zu sehen (siehe Grafik auf Seite 5). Auf den Eröffnungsveran-staltungen konnten sich dabei Vertreter der lokalen Behörden vom Stand der Hochwasserschutz-strategien und Maßnahmen infor-mieren. Als symbolischer „Staffel-stab“ wurde jeweils ein Hochwas-ser-Notfallkoffer übergeben. Zahl-reiche Vorträge zum Projekt sowie Führungen von Schulklassen wäh-rend der Ausstellungen rundeten die Veranstaltungen ab. Die Erfah-rungen, die während der Ausstel-lung gemacht wurden, werden in die Ergebnisse des ELLA-Projekts im Bezug auf die Verbesserung der Öffentlichkeitsarbeit einfließen.
Die Ausstellung wurde daneben in Brünn, Tschechien gezeigt. Außer-dem wird sie in Groitzsch, Sachsen sowie in Altenburg und Erfurt, Thüringen zu sehen sein. Ein wei-terer Höhepunkt wird die euregia (Messe für Standort– und Regio-nalentwicklung in Europa) in Leip-zig sein, auf der die Inhalte auf dem Sachsenstand ausgestellt werden. Historischer Kahn als Symbol
Der Nachbau eines historischen Elbe-Transportkahns, ein so ge-nannter Kaffenkahn begleitete die Ausstellung und machte auf einem großen Segel sowie auf Aufstellern auf die Ausstellungsorte aufmerk-sam.
Start in Tschechien
Anfang April war es soweit: Die im Rahmen von ELLA konzipierte Ausstellung startete zeitgleich in Pardubitz (Pardubice), Königgrätz (Hradec Kralove) und Budweis (Ceske Budovice). Dem Lauf der Elbe folgend wurde sie in Pilsen (Plzn), Prag (Praha) und schließlich Außig (Usti) gezeigt.
Nach den Hochwasserereignissen des Frühjahrs war das Interesse groß. Am Rande der Ausstellungen fanden Vorträge statt und es gab die Möglichkeit zum Fachaus-tausch.

Mimořádný úspěch výstavy
Putovní výstava o prevenci ochrany před povodněmi, kterou všechny zúčastněné subjekty připravily s velkou angažovaností a odborný-mi znalostmi, byla středem aktivit pracovní skupiny 5 a řady dalších partnerů projektu během prvního pololetí roku 2006. Byla sestavena z informačních plakátů, filmů, fo-tografií, celé řady her pro děti a také soutěže v kreslení.
Putovní výstavu bylo možno shlédnout během třech měsíců v 16 různých městech (viz grafické znázornění na straně 5). Na zahajo-vacích akcích měli zástupci místních úřadů možnost informovat se o stavu vypracovaných strategií och-rany před povodněmi a o příslušných opatřeních. Jako sym-bolický “štafetový kolík” se vždy pak předával “nouzový povodňový kufřík”. Veškeré akce konané během výstavy doplňovala řada přednášek o projektu a konaly se také prohlídky výstavy pro školní tř ídy spojené s výkladem. Zkušenosti, které jsme získali během konání výstavy, budou součástí vyhodnocení výsledků projektu ELLA a přispějí tak ke zdokonalení práce s veřejností.
Putovní výstava byla dále prezento-vána na české straně již také v Brně. Kromě toho ji bude možné navštívit ještě i v saských městech Groitzsch a Altenburg a rovněž v durynském Erfurtu (termíny koná-ní viz poslední strana). Další vrchol-nou událostí bude veletrh euregia (veletrh věnovaný rozvoji obcí a regionů) v Lipsku.
Historická loď jako symbol
Kopie historické přepravní lodi plovoucí na Labi, tzv. Kaffenkahn, doprovázela putovní výstavu a upozorňovala na vysokém plachet-ním stěžni a na poutačích na místa konání výstavy.
Start v České republice
Začátkem dubna se přípravy završily - výstava koncipovaná v rámci projektu ELLA se rozběhla paralelně v Pardubicích, Hradci Králové a Českých Budějovicích. Podél toku Labe včetně jeho přítoků byla výstava následně prezentována v Plzni, Praze a na-konec v Ústí nad Labem.
Po jarních povodňových událostech byl zájem o výstavu opravdu mimořádný. Jako doprovodné akce se konala řada přednášek a existo-vala zde i možnost odborné výměny zkušeností.
Great success of the exhibition
The exhibition on flood protection, prepared by all participants with great efforts and expert knowled-ge, was at the centre of the activi-ties of Working Group 5 and many project partners during the first half of 2006. It consists of informa-tion posters, films, pictures and a large number of games as well as a painting competition for children.
The mobile exhibition was shown at 16 different locations during three months (see chart on page 5). At the opening event at each locality, representatives of the municipality could gather informa-tion about the status of the flood protection strategies and measu-res. As a symbolic “relay baton”, a flood emergency aid box was pre-sented at each location. Numerous lectures on the project as well as guided visits to the exhibition for school classes completed the pro-gram of events. The experiences made with this exhibition will flow into the results of the ELLA project with regard to improving public relations work.
The contents of the exhibition were also already shown in Brno, Czech Republic. The exhibition will futher be staged in Groitzsch, Sa-xony and in Altenburg and Erfurt, Thuringia (dates see last page). Another highlight will be the eure-gia (local and regional develop-ment in Europe) where parts of the exhibition will be shown at the stand of Saxony.

Start in Czech Republic
At the beginning of April time had finally come: The exhibition con-ceived within ELLA started simul-taneously in Pardubice, Hradec Králové and Česke Budĕjovice. Following the course of the Elbe, the exhibition was shown in Plzeň, Prague and finally in Ústí.
There was a great deal of interest especially after the spring floods. The exhibition was enhanced by lectures and there were possibili-ties for expert exchanges among different disciplines.

Neben den Regionalkonferenzen und der Ausstellung waren insgesamt sechs ELLA-Expertenworkshops ein weiteres wichtiges Instrument, um die Ergebnisse und praktischen Erfahrungen aus den Pilotprojekten direkt vor Ort in die Kommunen zu tragen. Grundlage für die Arbeit in den Workshops war dabei jeweils die aktuelle regionalplanerische und wasserwirtschaftliche Datenlage. Damit konnten die regionalen und kommunalen Ansätze in der Planung an ganz konkreten Umsetzungsbei-spielen diskutiert werden.

Auf Workshops Erfahrungen vermittelt Zkušenosti přednesené na workshopech Dissemination of experiences at workshops
Expertenworkshop in der Pilotkommune Glauchau Workshop odborníků v pilotní obci Glauchau Expert workshop in the pilot municipality of Glauchau Lokale Interessen des vorsorgenden Hochwasserschutzes standen im Mittelpunkt eines Expertenwork-shops in der Modellkommune Glau-chau am 15. Juni 2006. Belange des vorbeugenden Hochwasser-schutzes tangieren zahlreiche The-men der Bauordnung, der Bauleit-planung, der Stadtentwicklung, sowie der Infrastruktur. Der Work-shop diente dazu, auf Grundlage einer vertieften fachlichen Untersu-chung von zwei Plangebieten, bei-spielhaft Problemfelder aufzuzeigen und diese mit den beteiligten Fach-behörden zu diskutieren.
Für die Modellkommune Glauchau wurden dazu zwei Schwerpunktset-zungen gewählt:
1) Wirkungen / Umsetzbarkeit des vorbeugenden Hochwasserschutzes im Bereich der Unterstadt bzw. des Fördergebietes „Soziale Stadt“
2) Umsetzbarkeit von Maßnahmen des vorbeugenden Hochwasser-schutzes in besonders gefährdeten Gebieten (Uferbereich Lungwitz-bach, Niederlungwitz)

Kromě regionálních konferencí a výstavy se dále konalo celkem šest odborných workshopů ELLA, které se staly dalším nástrojem, jímž lze výsledky a praktické zkušenosti z pilotních projektů účinně přenést přímo na obecní úroveň. Základem práce ve workshopech tvořily aktuál-ní soubory dat z oblasti regionálního územního plánování a vodního hospodářství. Tyto akce umožnily diskusi na zcela konkrétních příkladech realizace o plánovacích východiscích na regionální a obecní úrovni.
V České republice byly uspořádány 4 a v Německu 2 workshopy.

Témata místního dosahu preventivní ochrany před povodněmi byly centrem workshopu odborníků v modelové obci Glauchau konaném dne 15. 06. 2006. K náležitostem preventivní ochrany před povodněmi nedílně patří řada témat týkajících se stavebního řádu, stavebního pláno-vání, urbanistického rozvoje a infrastruktury. Workshop posloužil k tomu, aby se na základě odborné-ho výzkumu dvou oblastí plánovací činnosti mohly jako příklad vymezit okruhy problémů a byly příležitostí pro diskusi se zúčastněnými od-bornými orgány.
Pro modelovou obec Glauchau byla zvolena dvě hlavní témata:
1) Účinnost / možnost uplatňování preventivní ochrany před povodněmi v dolní části města (předměstí), resp. v rozvojové (finančně podporo-vané) městské části s názvem “sociální městská část".
2) Možnost uplatňování opatření preventivní ochrany před povodněmi ve zvláště ohrožených částech území (příbřežní zóna Lungwitzbach, Nie-derlungwitz)
As well as the regional conferences and the exhibition, a total of six ELLA expert workshops were a further important tool in communi-cating the results and the practical experiences of the pilot projects directly to the local municipalities. The basis for the tasks in the workshops was always the individu-al current regional planning and water management data situation. Thus, the regional and municipal approaches in the planning could always be discussed using concrete realisation examples.
4 workshops took place in the Czech Republic and 2 in Germany.

Local concerns of preventive flood protection lay at the centre of an expert workshop in the model mu-nicipality of Glauchau on 15th June 2006. Aspects of preventive flood protection touch on numerous the-mes of building law, overall building planning concept, municipal deve-lopment as well as infrastructure. On the basis of an in-depth expert examination of two planning fields, the workshop served to demonstra-te the typical problem areas and discussed these with the respon-sible expert authorities.
Two focuses were chosen for the model municipality of Glauchau:
1) Effects / feasibility of preventive flood protection in the lower town area and in the special develop-ment area "Soziale Stadt".
2) Feasibility of measures of pre-ventive flood protection in especial-ly endangered areas (on the banks of the River Mulde and the stream Lungwitzbach, in Niederlungwitz)

Zur Verbesserung des Hochwas-serschutzes wurden im Rahmen von zwei ELLA-Pilotprojekten in enger Zusammenarbeit zwischen Kommunen und dem Sächsischen Landesamt für Umwelt und Geolo-gie kommunal angepasste Gefah-renkarten erstellt. Deren wesentli-che Neuerung gegenüber den bisher verfügbaren wasserwirt-schaftlichen Gefahrenkarten ist die Erweiterung um spezifische kommunale Informationen und Handlungsempfehlungen.
Die Kommunale Hochwasserinfor-mationskarte (Maßstab 1:5.000) zeigt Überschwemmungsflächen unterschiedlicher Hochwasserer-eignisse. Die Darstellung zusätzli-cher Informationen aus den Berei-chen Katastrophenschutz, techni-sche Infrastruktur, Wirtschaft, Kultur und Soziales erfolgt durch Symbole und flächenhafte Abbil-dungen. Sie soll helfen, im Hoch-wasserfall die Maßnahmen besser zu organisieren und bereits in Erwartung eines Hochwassers gezielt Abwehrmaßnahmen einlei-ten zu können. Die Erarbeitung solcher kommunalen Hochwasser-informationskarten empfiehlt sich für Städte und Gemeinde mit einem komplexen System der Hochwasserabwehr.
In der Kommunalen Gefahrenzo-nenkarte (Maßstab 1:5.000) wird die Hochwassergefährdung mittels Zonen dargestellt, die durch Über-lagerung von Intensität und Häu-figkeit einer Überschwemmung ermittelt werden. Diese Zonen repräsentieren verschiedene Ge-fährdungsstufen und sind somit Grundlage für eine hochwasseran-gepasste Bauvorsorge oder Hilfs-mittel bei der Ausweisung zukünf-tiger Baugebiete. Bei der Erarbei-tung solcher Gefahrenzonenkar-ten sollten kommunal angepasste Handlungsempfehlungen zur (zukünftigen) Flächennutzung in den einzelnen Gefahrenzonen abgeleitet werden.

Pro zlepšení ochrany před povodněmi v rámci dvou pilotních projektů ELLA za úzké spolupráce obcí spolu se Saským zemským řadem pro životní prostředí a geolo-gii (Sächsisches Landesamt für Umwelt und Geologie) byly pořízeny povodňové mapy přizpůsobené komunálním požadavkům. Jejich podstatnou novinkou oproti dosud používaným vodohospodářským povodňovým mapám je rozšíření o specifické informace ze strany obcí a o doporučení k provedení aktivit (opatření).
Komunální informační povodňová mapa (měřítko 1:5.000) zobrazuje záplavová území z nejrůznějších povodňových situací. Zobrazení rozšířených informací z oblastí och-rany před živelními pohromami, t e c h n i c k é i n f r a s t r u k t u r y , hospodářství a sociálních aspektů jsou provedeny prostřednictvím symbolů a plošných obrázků. Tato m ap a m á bý t p omů c ko u v povodňové situaci a má napomoci lepší organizaci příslušných opatření a v případě očekávané povodně umožnit cílené zahájení obranných opatření. Vypracování těchto komu-nálních informačních povodňových map se doporučuje pro města a obce s vypracovaným komplexním systémem řešení povodňové situa-ce.
V komunální mapě rizikových zón (měřítko 1:5.000) je zobrazeno p o v o d ň o v é o h r o ž e n í prostřednictvím zón, které se stano-vuj í překryt ím intenz i ty a pravděpodobnosti zaplavení. Tyto zóny reprezentují různé stupně ohrožení a stávají se tak základnou pro preventivní přístupy stavební činnosti přizpůsobené povodním a jsou také pomůckou při vykazování budoucích stavebních ploch. Z vypracovávání těchto map rizi-kových zón by měly být zároveň vyvozeny doporučené aktivity podle podmínek té které obce za účelem (budoucího) využívání území v jednotlivých zónách povodňového rizika.
In order to improve flood protecti-on, hazard maps, especially adap-ted to the local community, were produced within the scope of two ELLA pilot projects, in close coo-peration between the municipali-ties and the Saxon State Office for Environment and Geology. Their main novelties, in comparison with the previously available ex-pert water management hazard maps, are the addition of specific information for the community in question and action recommenda-tions.
The Municipal Flood Information Map (Scale 1:5,000) shows floo-ding areas after different flooding events. The display of additional information concerning the fields of emergency services, technical infrastructure, the economy, cul-ture and social matters is made using symbols and marked areas. In case of a flood, they should help to improve the organisation of measures. Also, if a flood is expected, they should help to implement specifically targeted protection measures beforehand. The production of such municipal flood information is recommen-dable for towns and communities with a complex system of flood protection.
The Municipal Flood Hazard Zone Map (Scale 1:5,000) shows the flood hazard using zones which are determined by superimposing the intensity and frequency of a flood. These zones represent different hazard levels and are thus the basis for building measu-res adapted to the flooding situa-tion and can be an aid for de-signating future building areas. In the determination of such hazard zone maps, action recommendati-ons adapted to the municipality should be derived for (future) land use in the individual hazard zones.
Wie bereits im zweiten Newsletter beschrieben, werden Hochwasser-entstehungsgebiete (HWEG) in Sachsen durch Verschneidung von Niederschlagsdaten und Häufig-keiten mit Flächen schneller Ab-flussbildung ermittelt. Anhand von Pilotgebieten in Thüringen und Sachsen-Anhalt wurde dieses Verfahren auch außerhalb Sach-sens geprüft.
Welcher Niederschlag Hochwasser auslösen kann, ist von den regio-nalen Gegebenheiten abhängig. Daher kann die Festlegung der zu verwendenden Niederschlagsda-ten und Häufigkeiten je nach Betrachtungsgebiet unterschied-lich ausfallen.
Eine abschließende Abgrenzung eines HWEG richtet sich nach dem Zielmaßstabsbereich der späteren Verwendung (bspw. auf kommu-naler oder regionaler Ebene) und kann sich an den örtlichen Gege-benheiten (Relief, administrative Grenzen, topographische Elemen-te) orientieren.

Der Elbe-Atlas soll, durch die Darstellung von Überschwem-mungsflächen und dem dazuge-hörigen Schadenspotenzial, einen Überblick der Hochwassergefähr-dung im Elbeeinzugsgebiet geben und der Raumplanung zur Verfü-gung gestellt werden. Dadurch können vom Hochwasser gefähr-dete Gebiete definiert und durch die Aufnahme in die Regionalplä-ne bestehende und zukünftige Risiken gemindert oder vermieden werden.
Der Elbe-Atlas besteht aus einem gedruckten Teil und einer CD-ROM. Im gedruckten Atlas wird nur die Elbe betrachtet. Auf der CD-ROM werden neben der Elbe auch deren wichtigste Nebenflüs-se dargestellt.
Die Zuarbeiten der notwendigen Daten (Überschwemmungs-flächen, Schadenspotenzial) durch die einzelnen Projektpartner sind abgeschlossen. Derzeit erfolgt die Verarbeitung und Zusammenle-gung der Daten zur Erstellung des Elbe-Atlasses. Die Fertigstellung ist für den Herbst 2006 geplant.

Jak již jsme popsali v druhém vydání Newsletter, stanovují se území vzniku povodní v Sasku p r o s t ř e d n i c t v í m p ř e k r y t í srážkových údajů a periodicity s plochami rychlých odtoků. Na zák ladě p i l o tn í ch ob las t í v Durynsku a Sasku-Anhaltsku byla tato metoda prověřena i mimo území Saska.
Které druhy srážek mohou způsobit povodeň je odvislé od regionálních specifik .Proto může být použití srážkových údajů a periodicit zvoleno podle sledova-ného území případně poněkud rozdílným způsobem.
Vymezení území vzniku povodní se řídí podle cílového měřítka pro pozdější účely využití (např. zda se jedná o komunální nebo regio-nální úroveň) a také se řídí stáva-jícími místními podmínkami (reliéf krajiny, administrativní hranice, topografické prvky).
At las Labe má za úko l prostřednictvím zobrazení zápla-vových území a příslušného po-tenciálu povodňových škod zprostředkovat přehled o územích povodňových rizik v povodí Labe a má být poskytnut pro činnost orgánů územního plánování. Tímto způsobem lze definovat území ohrožená povodněmi a jejich zařazením do územních plánů větších územních celků lze minimalizovat nebo dokonce vyloučit budoucí rizika.
Atlas Labe sestává z tištěné verze a z elektronické verze na CD-ROM. V tištěné verzi atlasu je předmětem zobrazení jenom La-be. Na CD-ROM jsou zobrazeny kromě Labe i jeho nejdůležitější přítoky.
Výchozí dílčí práce sestávající z potřebných dat (o záplavových územích, o potenciálech škod) jednotliví partneři projektu již uzavřeli. Momentálně se provádí zpracování a uspořádání dat k pořízení Atlasu Labe. Jeho dokončení se plánuje na podzim 2006.
As already described in the se-cond newsletter, flood generation areas were determined in Saxony by combining data on precipitati-on volumes and frequency with data on areas with a faster drai-nage flow. Using pilot areas in Thuringia and Saxony-Anhalt, this method also underwent trials outside Saxony.
What sort of precipitation can cause flooding depends on regio-nal circumstances. Therefore, depending on the area under examination, the amounts and frequency of precipitation requi-red for flooding can vary.
A final definition of a flood gene-ration area is adapted to the tar-get scale range for the later use (for example at the municipal or regional level) and can be orien-ted to the local circumstances (relief, administrative borders and topographical elements).
By showing the flooding areas and the associated potential da-mage, the Elbe-Atlas should provi-de an overview of the flooding danger in the Elbe catchment area and become a tool of spatial planning. In this way, areas en-dangered by flooding can be defi-ned and included in existing and future regional plans thus lesse-ning or avoiding future risks.
The Elbe-Atlas consists of a prin-ted part and a CD-ROM. In the printed atlas, only the Elbe is considered. On the CD-ROM, as well as the Elbe, the most impor-tant tributaries are shown.
The provision of the necessary data (flooding areas, damage potential) by the individual project partners has been completed. Currently, the processing and compiling of the data is being carried out to produce the Elbe-Atlas. The completion is planned for Autumn 2006.
Im Rahmen der Arbeitsgruppe 4 „Rechtliche und administrative Rahmenbedingungen“ wurden Stu-dien zum transnationalen und je-weiligen nationalen Rechtsrahmen erstellt. Die Untersuchung zum transnationalen Rechtsrahmen hat ergeben, dass für die grenzüber-schreitende Zusammenarbeit zwi-schen Deutschland und Tschechien im Bereich des Hochwasserschutzes und der Raumplanung insbesonde-re auf völker- und gemeinschafts-rechtlicher Ebene bereits ein um-fangreiches rechtliches Instrumen-tarium besteht.
Auf völkerrechtlicher Ebene sind hier vor allem die Vereinbarung über die Internationale Kommission zum Schutz der Elbe (IKSE) sowie eine ganze Reihe weiterer deutsch-tschechischer Verträge wie das Nachbarschaftsabkommen, das Umweltschutzabkommen sowie das Grenzgewässerabkommen zu nen-nen. Künftig könnten auch von der deutsch-tschechischen sowie der sächsisch-böhmischen Arbeitsgrup-pe für Raumentwicklung Impulse zur grenzüberschreitenden Zusam-menarbeit bei der Integration von Hochwasserschutzbelangen in die Raumplanung ausgehen.
Auf europäischer Ebene stellt das Europäische Raumentwicklungskon-zept (EUREK) eine wichtige Grund-lage für einen transnationalen Hochwasserschutz dar. Wesentliche Impulse in diese Richtung sind darüber hinaus vom Vorschlag für eine künftige EG-Hochwasser-schutzrichtlinie zu erwarten, die auf den flussgebietsbezogenen Ansatz der Wasserrahmenrichtlinie (WRRL) Bezug nimmt und die grenzüber-schreitende Zusammenarbeit auch verwaltungsorganisatorisch einfor-dert. Eine wesentliche Rolle spielt zudem die SUP-Richtlinie, die bei raumbedeutsamen Planungen zur grenzüberschreitenden Zusammen-arbeit verpflichtet. Eine neue Rechtsgrundlage für die transnatio-nale Zusammenarbeit könnte sich schließlich auch aus dem Verord-nungsentwurf der EG zur Schaffung sog. Europäischer Zusammen-schlüsse für territoriale Zusammen-arbeit (EZTZ) ergeben.

V rámci pracovní skupiny 4 “Právní a administrativní rámcové podmín-ky” byly vypracovány studie k nadnárodnímu a národnímu právnímu rámci obou zúčastněných stran. Výzkum zaměřený na nadná-rodní právní rámec prokázal, že pro přeshraniční spolupráci mezi Německem a Českou republikou v oblasti ochrany před povodněmi a územního plánování existuje především na úrovni mezinárodního a komunitárního práva již rozsáhlý soubor právních nástrojů.
Na úrovni mezinárodního práva existuje především dohoda o činnosti Mezinárodní komise na ochranu Labe (MKOL) a dále celá řada dalších česko-německých smluv jako například Smlouva o dobrém sousedství, Dohoda o ochraně životního prostředí a Úmlu-va o ochraně a využívání hraničních vodních toků a mezinárodních je-zer. V budoucnosti lze očekávat, že pro přeshraniční spolupráci a in-tegraci záležitostí ochrany před povodněmi do územního plánování vyjdou podněty i ze strany česko-německé a česko-saské pracovní skupiny pro územní rozvoj.
Na evropské úrovni představuje Evropská koncepce prostorového rozvoje (EUREK) důležitou základnu pro nadnárodní ochranu před povodněmi. Podstatné podněty v tomto směru lze navíc očekávat z návrhu budoucí Směrnice o vy-h o d n o c o v á n í p o v o d n í a protipovodňových opatření EU, která vychází z východiska Rámco-vé směrnice o vodě orientované na povodí a bude též ze správně-organizačního hlediska vyžadovat přeshraniční spolupráci. Podstatnou roli hraje přitom i směrnice SEA, která u prostorově důležitých plánovacích záměrů k přeshraniční spolupráci zavazuje. Nová právní základna pro nadnárodní spolupráci by také konečně mohla vyplynout z návrhu vyhlášky EU o vytvoření tzv. Evropské územní spolupráce.
Under the auspices of Working Group 4, „Legal and administrative framework conditions“ studies were produced on the transnatio-nal and individual national legal situations. The examination of the transnational legal framework shows that there is already an extensive range of legal instru-ments for cross-border cooperation between the Czech Republic and Germany in the field of flood pro-tection and spatial planning – par-ticularly at the level of internatio-nal law and communal agree-ments.
At the level of international law the most important instruments are the agreement on the Internatio-nal Commission for the Protection of the Elbe as well as a whole series of Czech-German bilateral agreements such as the Neigh-bourhood Agreement as well as the Environmental Protection Agreement and the Frontier Wa-ters Agreement. In future, impul-ses for cross-border cooperation could come from the Czech-German and Bohemian-Saxon Working Groups for Spatial Deve-lopment through the integration of flood protection concerns into spatial planning.
At the European level, the Europe-an Spatial Development Perspecti-ve (ESDP) represents an important basis for a transnational flood protection. Moreover, an important impetus in this direction can be expected from the proposal for a future EU flood protection directive which relates to the river catch-ment area approach of the Water Framework Directive (WFD) and which demands cross-border coo-peration - also for the organisation of management authorities. An important role is also played by the SEA directive which binds the par-ties to cooperate internationally in spatial planning cases. A new legal basis for transnational cooperation could also eventually result from the draft directive of the EU for creating a so-called European Grouping on Territorial Cooperati-on (EGTC).
Das nationale Hochwasserschutz-recht stellt sowohl in Deutschland als auch in Tschechien ein kom-plexes Querschnittsrecht dar, das in verschiedenen Rechtsgebieten seinen Niederschlag findet. Aus Sicht der Raumordnung spielen dabei sowohl die räumliche Pla-nung (insbesondere Hochwasser-schutz- und Gesamtplanung) als auch der Gebietsschutz eine zent-rale Rolle für den vorbeugenden Hochwasserschutz.
1. Die wichtigsten Hochwasser-schutzvorschriften sind im deut-schen Wasserhaushaltsgesetz (WHG) bzw. den Landeswasser-gesetzen (z.B. Sächsisches Was-sergesetz) und entsprechend im tschechischen Wassergesetz (CzWG) verankert. Zugleich ist der Hochwasserschutz aber auch Gegenstand des Raumplanungs-rechts, das in Deutschland im Raumordnungsgesetz (ROG) bzw. den Landesplanungsgesetzen (z.B. Sächsisches Landespla-nungsgesetz), in Tschechien im Baugesetz geregelt ist. Darüber hinaus finden Belange des Hoch-wasserschutzes aber auch in an-deren Rechtsgebieten (z.B. Natur-schutzrecht, Bodenschutzrecht, Land- und Forstwirtschaftsrecht, Baurecht) Berücksichtigung. Die Integration der Belange des Hoch-wasserschutzes in die Raumpla-nung ist im deutschen Recht stär-ker ausgeprägt als im tschechi-schen Recht. Demgegenüber wurde in Tschechien die Umset-zung der WRRL dazu genutzt, die Belange des Hochwasserschutzes mit denen der Wasserbewirtschaf-tung eng zu koppeln.
2. Der Gebietsschutz zur Hoch-wasservorsorge durch förmlich festgesetzte Überschwemmungs-gebiete ist in beiden Staaten be-kannt; hier sind weit reichende Gemeinsamkeiten zu erkennen (z. B. im Hinblick auf sog. Flutungs-polder). Allerdings ist in Tsche-chien bisher noch eine wenig effektive Umsetzung zu konstatie-ren, was auf die „offene“ Rege-lung für die Abgrenzung der Über-schwemmungsgebiete zurückzu-führen ist. Während in Deutsch-land darüber hinaus die Gebiets-kategorie der „Hochwasser-entstehungsgebiete“ (§ 100b SächsWG) eingeführt wurde, existieren in Tschechien die sog. Gebiete zur Wasserakkumulation (§ 28 CzWG), denen eine ähnliche Funktion zukommt.

Národní právo ochrany před povodněmi představuje jak v Německu, tak i v České republi-ce komplexní průřezové právo, které se obráží v různých právních oblastech. Z pohledu prostorové-ho uspořádání zaujímá pro pre-ventivní ochranu před povodněmi centrální místo jak územní pláno-vání (zvláště plánování ochrany před povodněmi a plánování cel-kem), tak i ochrana území.
1. Nejdůležitější předpisy ochrany před povodněmi jsou zakotveny v německém Zákonu o nakládání s vodami (WHG), příp. ve vodních zákonech spolkových zemí (např. Saský vodní zákon) a stejným způsobem v českém vodním zákoně. Zároveň je však ochrana před povodněmi také předmětem právních předpisů územního plánován í, které regu lu je v Německu spolkový Zákon o prostorovém uspořádání (ROG), příp. zemské zákony územního plánování (např. Saský zákon o územním plánování), v České republice je to stavební zákon. Kromě toho je ochrana před povodněmi zohledněna také v ostatních oblastech právního řádu (např. v právních předpisech ochrany přírody, ochrany půdy, zemědělství a lesního hos-podářství, ve stavebním právu). Integrace náležitostí ochrany před povodněmi do územního plánová-ní je v německém právním řádu ošetřena silněji než v českém právním řádu. Oproti tomu bylo uplatňování Rámcové směrnice o vodě v České republice využito tak, že se ochrana před povodněmi úzce propoj i la s vodním hospodářstvím.
2. Ochrana území pro účely p r o t i p ovodňové p r evence prostřednictvím formálně stano-vených záplavových území je známa v obou státech; zde identi-fikujeme dalekosáhlé společné znaky (např. co se týče tzv. poldrů určených k zatopení). Avšak lze konstatovat, že v České republice dosud nedošlo k jejich efektivnějšímu uplatnění, což je možné zdůvodnit "otevřeným" způsobem regulace při vymezová-ní záplavových území. Zatímco byla v Německu kromě toho zave-dena územní kategorie “Území vzniku povodní" (§b saského vod-ního zákona), existují v Česku tzv. území pro akumulaci povrchových vod (§ českého vodního zákona), která mají podobnou funkci.
Both in the Czech Republic and in Germany, national flood protecti-on law consists of a complex legal cross- section which falls into different fields of law. From the regional planning point of view, both spatial planning (in particular flood protection planning and overall planning) as well as zone protection play a central part for preventive flood protection.
1. The most important Flood Pro-tection Regulations are establis-hed in the German Water Mana-g e m e n t L a w ( W a s s e r -haushaltsgesetz, WHG) and in the water laws of the German states (e.g. Saxony Water law) and cor-respondingly in the Czech Water Law. At the same time, flood protection is also the object of spatial planning law which in Germany is regulated by the Regi-onal Planning Law (Raum-ordnungsgesetz, ROG) and the German state planning laws (e.g. Saxony State Planning Law) and which in the Czech Republic is incorporated in building law. Furthermore, concerns of flood protection are also considered in other legal regulations (e.g. na-ture conservation law, soil protec-tion law, agriculture and forestry law, building law). The integration of the concerns of flood protecti-on into spatial planning is more strongly accented in German law than in Czech. In contrast, howe-ver, the implementation of the WFD was used in the Czech Re-public to closely intertwine the concerns of flood protection with those of water management.
2. Zone protection for preventive flood protection through formally defined flooding areas is known in both countries; here, one can determine extensive common ground (e.g. with regard to so-called flooding polders). However, in the Czech Republic, the imple-mentation is not yet as effective as necessary which is a result of the “open” regulation regarding the limitations of flooding areas. Whereas in Germany, the area category "flood generation a-rea" (Saxony Water Law) was introduced, in the Czech Republic there are so called “water accu-mulation areas” (Czech Water Law) which have a similar functi-on.
