Projektová osa 2 Příčina (co daný problém způsobilo?)

1 PROBLÉM (co chceme řešit? Co je špatně?)

3 Celkový cíl/cíle (kam chceme dospět?) – musí být definován tak, aby přímo řešil příčinu a tudíž odstraňoval problém.

4 Aktivity (jak budeme problém řešit?) – Pozor, někdy dochází k záměně mezi cílem a aktivitou!

5 Výsledky (co očekáváme od realizace zvolených aktivit?)

6 Indikátory (měřitelný ukazatel dosahování výsledků)

Správně definovaný problém a cíl je základem správné struktury projektu a jeho úspěchu.

Definování osy projektu

• Hodnotitelé sledují provázanost mezi problémem – cíli -aktivitami – výsledky – indikátory;

• Méně logické provázanosti = méně bodů;

• Formulář B1– Shrnutí popisu projektu (max. 3 stránky, musí být v AJ);

– Název projektu;

– Projektové cíle;

– Aktivity a způsob, jakým budou naplněny -od nejdůležitějších po méně důležité;

– Očekávané výsledky (výstupy a kvantifikované úspěchy) - od nejdůležitějších po méně důležité;

Jak definovat problém • Problém by neměl být definován příliš zeširoka:

„Ztráta mokřadních stanovišť v ČR má za důsledek úbytek vzácně chráněných živočichů.“ – Co je problémem a co příčinou? Nelze vyřešit jedním projektem.

• Příklad správně definovaného problému:

„Početnost druhu XY je kritická. Druh se nachází na pokraji vyhynutí. Existuje pouze na jednom území v ČR, kde se nachází – v bažinatých oblastech NP Šumava, kde žije na izolovaných ostrůvcích vlhkých nebo mokrých biotopů. Jeho výskyt není přesně zmapovaný.“

Indikace špatně definovaného problému:

• Příliš mnoho aktivit a aktivit obsahujících subaktivity

• Nesnadno identifikovatelné cílové skupiny

• Rozpočtové položky, jež obsahují agregované náklady

Jak definovat aktivity a cíle

• Cíl - vztahuje se k environmentálnímu problému X specifické cíle – vztahují se k jednotlivým cílovým skupinám

• Každá aktivita musí přispívat k odstraňování některé z příčin problému a zároveň k naplnění alespoň jednoho z projektových cílů :

„Jasná identifikace a geodetická studie území, na kterém by mělo dojít k rozšíření bažin“;

• Pro každý definovaný cíl musí být definovaná alespoň jedna aktivita a jeden konkrétní výsledek:

„Rozšířit oblast, kde je druh XY nachází o asi 30 % ve srovnání se současným stavem“;

Jak definovat indikátory a výsledky projektu

Výsledky X indikátory pokroku – vždy měřitelné!

Výsledek: co má být danou aktivitou dosaženo

např. posekání 50 ha luk

Indikátor pokroku – kroky, které vedou k dosažení výsledku a umožňují sledovat správné plnění projektu v čase: např. vytvoření detailního plánu prací, vyhlášení výběrového řízení na nákup zařízení apod.

Jak má vypadat správně koncipovaný projekt?

• Je v něm logické propojení mezi environmentálním problémem, cíli projektu, aktivitami a očekávanými výsledky.

• Environmentální problém je správně projektem uchopený a aktivitami řešený.

• Aktivity jsou velmi jasné a srozumitelně popsané a kvantifikované.

• Projekt je velmi dobře promyšlený, zahrnuje i časovou rezervu na řešení neočekávaných problémů a varianty řešení možných omezení a rizik.

• Velmi dobře je popsaná existující situace – i z hlediska legislativy a strategie v dané oblasti.

• Projekt byl důkladně prodiskutován se všemi zainteresovanými stranami.

• Je naplánovan realisticky.

• Pokud existují projekty LIFE+ s podobnou problematikou, je v žádosti uvedeno, jak budou výsledky těchto projektů využity.

• Výsledky jsou řádně kvantifikované, včetně dopadu na životní prostředí.

• Náklady jsou řádně vyčíslené a zdůvodněné.

• In order to enter data into the proposal, use the 'Edit' mode; a 'View' mode is also available and one can switch from one mode to the other at any time during preparation of the proposal;

• One may introduce the information either directly into the textboxes or you may copy and paste information in simple text format, notepad better than word;

• Always click on the 'Save' button before switching to another form;

• All fields allow introducing a limited number of characters. Only the following formatting may be used: bold, italics, underlined. Only simple lists (simple enumerations 1,2,3, A, B,C etc; or bullet points) will appear correctly. If one need to insert tables, do not do so in text fields: use the Add picture(s) functionality available at the end of most forms;

• Fields marked with a red asterisk „*” are related to obligatory information and must be filled in.

eProposal – general rules

• The data between various technical and financial forms are intrinsically connected, this is why as a matter of principle the information will be introduced manually only once;

• Disabled fields cannot be filled in manually;

• Inserting objects (maps, graphs, tables, photos) in certain forms where the "Maps", "Pictures" or "Declaration" headings appear; acceptable formats: png, jpg, tif, gif, bmp formats; the maximum size is 2MB; pdf format may be used on the condition the file contains one single picture (may not work properly);

• At any stage, one may view the proposal as a pdf document, by clicking the 'Request pdf' button available on Form A1 and in the Attachments section of eProposal.;

• Extracting the content of your proposal in order to work off-line:

- B and C forms to an editable Word document, by clicking on the 'Download working copy' button available on Form A1;

- Financial forms and reports to an editable Excel document, by clicking on the 'Financial data export' button available in the Attachments section;

An invitation message is received at the e-mail address of the invited user specified by the owner of the proposal. This message contains a link to register on ECAS (if needed) and another one to register on eProposal The user logins to eProposal: on the top of the first screen, the invitation is visible. The user may accept or reject it

Climate related: A climate change adaptation project is defined as a project where the main actions concern initiatives and measures that can be used to reduce the vulnerability of natural

and human systems against actual or expected climate change effects.

Other protection statuses according to national or regional legislation: indicate, if relevant, any other international, national and / or local protection status.;

Main land uses and ownership of the project area: indicate what are, at the project application date, the main uses made of the project site (i.e. farming, tourism, urban, nature conservation etc); indicate the approximate percentages (in %) of the various uses, ensuring that the total reaches 100%; indicate also the ownership status / types of the area at the project application date (e.g. private, state, etc.); indicate the approximate percentages (in %) of the different ownership status / types.

Indicate what actions are planned in this area and at what locations (where feasible provide a map in A4 or A3 format of the area / site summarising where each action will take place).

Conservation problems and threats: Identify the threats in the project area(s) to the species / habitats targeted what is essential for determining which actions need to be undertaken. Describe these threats (in decreasing order of importance) and their importance or the conservation of the habitats / species targeted (both within the project rea(s) and in general) or for biodiversity in general. Whenever possible, problems / threats should be located and quantified. The description should include: the name of the threat, its description, its location (if relevant), its impact on biodiversity or on the habitats / species targeted (quantify if possible) and an indication as to how these problems and threats will be dealt with during the project.

Previous conservation efforts in the project area and / or for the habitats / species targeted by the project: describe whether any actions have been undertaken previously on the area or for the species / habitat type targeted (e.g. any management plan drawn up, surveys conducted, land purchased etc.). Indicate the year and results of these efforts. Please also indicate who was / is responsible for these efforts. • Best Practice / Demonstration /Pilot character of the project: explain the best practice / demonstration / pilot character of the project.

• EU added value of the project and its actions: indicate whether and how the project contributes to the updating and the development of the European Union environmental legislation. Describe if it contributes to the integration of the environment into other policies and/or if it contributes to sustainable development. Indicate the added value of the project for the benefit for the species / habitats targeted by the project. Indicate what would be the situation should your project not be implemented. A transnational approach and / or a multinational partnership may, if well justified here, be also considered as added value.

• Socio-economic effects of the project: indicate the probable impact of the project actions on the local economy and population, as well as on the ecosystem functions protection and restoration.

• Efforts for reducing the project's "carbon footprint": explain how you intend to ensure that the "carbon footprint" of your project remains as low as is reasonably possible.

Activity reports foreseen:

"Progress reports" should also be foreseen in order to ensure that at least one report is received every 18 months;

"Mid-term report with payment request" - a more detailed report, if the project lasts more than 24 months and requests an EU contribution in excess of € 300,000, and if the coordinating beneficiary intends to ask for a second pre-financing, has to be provided;
