Theprovenavailabilityofthisapproachcomesatatimeofsignificantpressureonfederalbudgets,andincreasingexpectationsforfederalagenciestoimproveservice,providegreateraccesstocitizens,andmoveprocessestomobile-friendlyplatforms.Arecentcongressionalletterstronglyencouragestheno-costmodelforuseinfederalagencies.The

DepartmentofTransportationFMCSA.PSPprovideseffectivedeliveryofsafety-enhancingfederalinformationtothetransportationindustry;ithaswonawardsattheagencyanddepartmentlevelforquality,effectiveness,andinnovation;andithasnotcostthegovernmentapenny.PSPwasdeliveredusingtheno-costmodel.NICTcandeliverandagenciescanreceivethesebenefitsthroughat

leasttwocontractvehicles.Thefirstisafederaldirectno-costcontract.Thisisadirectcontractbetweentheagencyandtheserviceprovider.TheprovisionsofFARarenotapplied.However,allnecessaryprovisionsforcontractprotection,operationaldirection,andsecurityareclearlystipulated.Thetermofthistypeofcontractisflexibleandbaseduponagencyneeds.Forexample,thePSPcontractisforfiveyears.Thistransaction-basedno-costmodelcanbeadaptedtoavarietyofcircumstances,including:•Supportforhigh-demandFreedomOfInformationActdisclosurerequirements,wheretheinformationcontainspersonallyidentifiableinformation(PII)

•Tomeettheuniquebusinessrequirementsofanyagencythatcanbesupportedbytheno-costmodel

• ToprovidesolutionsthatarenotdependentuponongoingappropriationsAnotherapproachisthroughtheGSASchedule70contract.Thispro-

videsahybridapproachthatincludesno-costaspartofthesolutionKeystaffingforthecontractwouldbeprovidedthroughastandardGSASchedule70project.Self-fundedtransactionsupportisprovidedasano-cost,commercialitem,value-addedofferingforthecontract.ThisapproachprovidestheconvenienceofstandardGSAprocurementandprenegotiatedGSAratesforstartupandaportionofongoingmanagement.NICTistheleaderindeliveringthishigh-valueservicedeliveryatthe

federallevel.Ithasprovenitsvalueto:•Lowerdirectcosttothegovernment.•Reduceagencycostsaspaperprocessesandlegacysystemsarereplacedorupdated.
