Pořad jednání byl přijat ve znění uvedeném v tomto zápisu.

2. Sdělení předsedy

Tlumočení

Byly zastoupeny všechny jazyky kromě estonštiny a maltštiny. Chorvatština byla zastoupena pouze dne 10. října dopoledne.

Omezení množství dokumentů v tištěné podobě, jež jsou rozdávány na zasedáních výboru ENVI

Předseda oznámil, že v zájmu snížení množství odpadového papíru budou dokumenty pro zasedání výboru ENVI od nynějška rozdávány pouze členům výboru a tlumočníkům. Všechny ostatní návštěvníky požádal, aby si dokumenty prostudovali na internetu nebo si nejdůležitější z nich vytiskli sami. Toto opatření by přispělo ke snížení spotřeby papíru o 50 %.

C.1. European Parliament elections 2014 - impact on planning of legislative procedures

Decision

1. The coordinators took note of the likely date of the European elections (5-8 June 2014, tbc) and of the potential implications for the timing of legislative files.

2. The coordinators instructed the chair to write to Commissioner Dalli, inviting him to submit the legislative proposal on tobacco products as a matter of urgency. [ER]

C.2. Release of ENVI meeting from the reserve: 17 December 2012, 15.00 - 18.30

Decision

1. The Coordinators confirmed that the December ENVI meeting be held also on Monday, 17 December 2012 from 15.00 - 18.30 hrs, in addition to the half-day of Tuesday 18 December 9.00 - 12.30 hrs

2. The Coordinators took note that an extraordinary committee meeting would be organised on 12 Nov 2012 between 15.00-18.30 (room JAN 4Q2) for a hearing of the representatives of the Commission, Presidency and experts on the ETS/auctioning revision.

C.3. Confirmation of ENVI hearings 2013 [ER]

Decision

The coordinators agreed on the following topic and date for an ENVI hearing in 2013 (i.e. hearing during a committee meeting)

hearing on the revision of the Tobacco Products Directive to be held in early 2013, on the understanding that the Commission proposal would be presented in late 2012 (December?) [Indicative date of hearing: 25-26 February, tbc; up to 8 reimbursed experts].

The coordinators took note of two suggestions from the EPP Group and invited the other groups to submit their proposals in good time before the next coordinators' meeting, with a view to taking a final decision on 6 November 2012.

C.5. Event with national parliaments 2013 - decision on topic [YG]

Decision

Coordinators decided that

- next year's event with the national Parliaments, to be held on 26 March 2013, should address the topic "Equal and effective application of EU environmental law - why is it not happening?"

- the focus of the debate would be on the following policy areas:Focus on water and waste legislation as well as on nature protection legislation

- the exchanges of views should be based on existing data to be obtained from the European Commission and the EEA; each round of discussions should be opened by presentations by the European Commission (if possible the Commissioner) and by the EEA (if possible the Executive Director)

The secretariat was instructed to request data on the application of the above areas of environment law from the Commission and the EEA and to submit a first draft outline of the event which would be open to further comments and suggestions by the political groups.C.6.
