Knowledge Go-Creation program

(Group and Region Focus)

This information pertains to one of the JICA Knowledge Co-Creation program (Group& Region Focus) of the Japan lnternational Cooperation Agency (JICA), which shall beimplemented as part of the Official DevelopmentAssistance of the Government of Japanbased on bilateralagreement between both Governments.

'JICA Knowledge Co-Creation program (KCCp)'as a New Startln the Development Cooperation Charter which was released from the Japanese

Cabinet on February 2O15, it is clearly pointed that "tn its development cooperation,Japan has maintained the spirit of jointly creating things that suit partner countries whilerespecting ownership, intentions and intrinsic characteristics of the country concemedbased on a field-oriented approach through diatogue and coltaboration. tt has alsomaintained the approach of building reciprocal relationships with developing countries inwhich both sides learn from each other and grow and devetop together." We believethat this 'Knowledge Co-Creation Program'will serve as a center of mutual learningprocess.

l. Conc€ptBackground

ln many developing countries, the demand for rivestock products n* r"* ,"piatyincreased with income growth and urbanization. Although the national plans, goals, and othersuch measures have been formulated to promote the agricultural and livestock sectors inthose countries, sufficient progress has not yet been made, in terms of the administrative(policy planning and projects management)support, organization and infrastructure, andhuman resources which have not been sufficiently developed for this goal to be achieved.

For what?

ln the program, participants learn about policy implementation as well as the roles andcooperation between administrative and other related organizations involved in the processof developing the livestock industry in Japan. The program is designed to develop humanresources that have a global perspective and to contribute to the development of thelivestock industries in developing countries by enhancing the management capabilities ofliveslock officials with regard to policy planning, implementation and management.

The program targets to administrative official of central government agencies, localgovernment agencies or related institutes who are engaged in the planning, implementationand management, dissemination of policies concerning the development of the livestockindustry. (for Middle Levet Officials)

HoW?

with fact-finding and analysis, group discussions, lectures, field observations, and practicalworkshops with regarding to policy planning and project management in Japanese centraland local government and related institutes , the program enables participants to acquirepractical knowledge and skills that they can apply in their works.

ln addition, the intended outcome of the program in Japan is for participants ro prepareaction plans for proposals concerning the administralive support and technologies needed tofurther developing their countries' livestock industries, and to then make presentations onthese action plans at their organizations after their returns to the respective home countries.They are expected to contribute to the development of their countries, livestock industries bydisseminating and utirizing the knowredge and skiils acquired in Japan.

6. Course Objective:To establish concrete measures for addressing problems in livestock industrydevelopment through sharing and utilization throughout the whole of the participants'organizations of knowledge and experience acquired in the programs.

7. Overall Goal:To improve living standards of rural areas in the participants' home countries throughefficient and effective implementation of initiatives for designing, formulating anOextending the policies and systems needed to develop the livestock industries inthese countries.

lll. canditions and pracedures for Apptication1. Expectations from the participating Organizations:

(1) This program is designed primarily for organizations that intend to addressspecific issues or problems identified in their operation. participating

organizations are expected to use the program for those specific purposes.(2) This program is enriched with contents and facilitation schemes specially

developed in collaboration with relevant prominent organizations in Japan.These special features enable the program to meet specific requirements ofapplying organizations and effectively facilitate them toward solutions for theissues and problems.

2. Nominee Qualifications:Applying Organizations are expected to select nominees who meet the following

qualifications.

(1 )Essential Qualifications1) current Duties: be working for a central government, a local government

or equivalent institutes involved in administrative affairs related to thelivestock development

2) After training: continue to work as an officer who contributes to thelivestock industry in the countries.

3) Experience: with more than five (s) years of experience in policy, publicaffairs regarding the livestock industry.

4) Education Background: be university graduates or have an equivalentacademic background;

5) Language: have a competent command of spoken and written Engrishwhich is equalto TOEFL iBT 100 or more (please attach an officialt yr.t,tuate tur trnqilsn aDilttv sucn a$ l ()El_L. ToElc etc.)

6) Health: must be in good hearth, both physicarty ano rnentatty, toparticipate in the Program in Japan. pregnant applicants are notrecommended to apply due to the potential risk of health and lifeissues of mother and fetus.

Instruction for animal disease prevention

To prevent pathogens that could cause livestock diseases from being brought into Japan,participants must comply with the following regulations.

l. Prior to departure for Japan

The participants must not come into contact with poultry or other livestock (e.g.cows, pigs, or chickens) on the day before or on the day of their departure.Participant must not enter facilities related to animal husbandry (.1), includingslaughterhouse, livestock market, artificial insemination facility, animal diseasediagnostic facilities, etc. on the day before or on the day of your departure.The participants must either take a bath or a full body shower to thoroughly washyourself (including your hair) using shampoo and soap on the day before or on theday of your departure.

All of the clothes that the participants bring to Japan and must meet all of thefollowing requirements.

1) The clothes must not have been used when working in animal rearing 6;s2sfz)or other facilities related to animal husbandry in your home country.

2) The clothes must not have been used since you were last washed.3) The clothes will be subjected to heat sterilization, so you must be suitable for

ironing.

The shoes, bags that the participants are wearing on your arrival must not havebeen used when working in animal rearing areas or otherfacilities related to animalhusbandry in your home country (the shoes and bags must be free from soil fromanimal rearing areas as wellas blood, etc., from slaughterhouses) or you must nothave been worn since purchase. lf the participants have brought shoes other thanthe ones you are wearing, these shoes must also meet these standards. (sandalsare inappropriate forfarm visiting, shopping by bicycle. please bring shoes that areeasy to move.)

The participants must not bring into Japan any livestock or livestock products thatare prohibited under Japan's quarantine law, or any goods that have been usedwhen working in animal rearing areas or otherfacilities related to animal husbandryin your home country.

2. Upon arrivalin Japan

When the participants arrive in Japan, you must go to the animal quarantine counterlocated in the arrivals area at the airport. The trainees must take all measures necessaryto comply with instructions given by animal quarantine officers, such as having the solesof their shoes disinfected.

ln addition to the above regulations, the participants must, upon your arrival, be informedof the following matters regarding the prevention of infectious diseases in livestock.

(1) The participants are not permitted to enter animal rearing areas for one week afterarrival in Japan.

(2) All of the clothes that the participants were wearing on arrival in Japan must bewashed and, if you are suitable for ironing, ironed immediately to heat steritizethem. ln principle, any article other than clothing that the participants bring withthem from your home country must not be brought into animal rearing areas inJapan.

(3) ln addition to the above regulations, the participants must follow all epidemicprevention regulations the facility requires in the animal rearing areas that you visitduring the training.

3. Upon arrival at the training center in NLBC

A) The participants are required to wash and disinfect the soles of your shoes anddisinfect your mobile phone, camera, etc., as wellas your hands on the day arrival.

B) The participants must either take a bath or a full body shower to thoroughly washyourself (including your hair) using shampoo and soap on the day anival.

C) The participants are required to receive a basic lecture about Japanesebiosecurity measures concerning animal husbandry on the day arrival.

("1) Facilities related to animal husbandry: Any places that might contain rnanure, blood,bodily fluids or pathogenic microbes from poultry or other livestock, or any placeswith soilthat might contain such matter (e.g. slaughterhouses, artificial inseminationfacilities, livestock hygiene centers, and livestock markets)

(*2) Animal rearing areas: Any sites on farms where poultry or other livestock are beingreared (e.9. livestock barns, pasture, offices, and fodder storage sites)

For Your ReferenceJICA and Capacity Development

The key concept underpinning JICA operations since its establishm entin 1974 has been theconviction that "capacity development" is central to the socioeconomic development of any country,regardless of the specific operational scheme one may be undertaking, i.e. expert assignments,development projects, development study projects, training programs, Jocv programs, etc.

Within this wide range of programs, Tiaining Programs have long occupied an importantplace in JICA operations- Conducted in Japaq they provide partner countries with opportunities toacquire practical knowledge accumulated in Japanese society. Participants dispatched by partnercountries might find useful knowledge and re-create their own knowledge for enhancement of theirown capacify or that ofthe organization and society to which they belong.

About 460 pre-organized programs cover a wide range ofprofessional fields, ranging fiomeducation, health, infrastructure, energy, trade and finance, to agriculture, rural development, gendermainstreaming, and environmental protection. A variety of programs and are being custom ized toaddress the specific needs of different target organizations, such as policy-making organizations,service provision organizations, as well as research and academic institutions. Some programs areorganized to target a certain group of countries with similar developmental challenges.

Japanese Development Experience

Japan is the first non-Western country to successfully modemize its society and industrializeits economy. At the core of this process, which started more than 140 years ago, was the ,,adopt andadapt" concept by which a wide range ofappropriate skills and knowledge have been imported fiomdeveloped countries; these skills and knowledge have been adapted and/or improved using local skills,knowledge and initiatives- They finally became internalized in Japanese society to suit its local needsand conditions.

From engineering technology to production management methods, most of the know-howthat has enabled Japan to become what it is today has emanated from this .,adoption and adaptation,process, which, ofcourse, has been accompanied by countless failures and errors behind the successstories' We presume that such experiences, both successful and unsuccessful, will be useful to ourpartners who are trying to address the challenges currently faced by developing countries.

However, it is rather challenging to share with our partners this whole body of Japan,sdevelopmental experience. This difficulty has to do, in part, with the challenge of explaining a bodyof "tacit knowledge," a type of knowledge that cannot fully be expressed in words or numbers. Addingto this diffrculty are the social and cultural systems ofJapan that vastly differ from those of otherWestern indusfrialized countries, and hence still remain unfamiliar to many partner countries. Simplystated, coming to Japan might be one way of overcoming such a culturar gap.

JICA, therefore, would like to invite as many leaders ofpartner countries as possible to comeand visit us, to mingle with the Japanese people, and witness the advantages as well as thedisadvantages ofthe Japanese systems, so that integration oftheir findings might help them reach theirdevelopmental obj ectives.
