Implementing Agreement on Energy Conservation in Buildings and Community Systems

Nemalá část primární energie se spotřebuje v neprůmyslových budovách, jako jsou byty, kanceláře, nemocnice a školy, kde je využívána pro vytápění a chlazení, osvětlení a provoz spotřebičů. Vzhledem k významu tohoto sektoru EUWP založila implementační dohodu zaměřenou na úspory energií v budovách a společenství budov: Implementing Agreement on Energy Conservation in Buildings and Community Systems (ECBCS). Globální posláním ECBCS je rozvíjet a usnadnit integraci technologií a procesů v oblasti energetické účinnosti a úspor do zdravých a udržitelných budov s nízkými emisemi.

Na programu (který má v současnosti 11 běžících projektů a 5 projekt v přípravě), se podílí 26 zemí: Austrálie, Rakousko, Belgie, Kanada, Čína, Česká republika, Dánsko, Finsko, Francie, Německo, Řecko, Irsko, Itálie, Japonsko, Korejská republika, Nizozemsko, Nový Zéland, Norsko, Polsko, Portugalsko, Španělsko, Švédsko, Švýcarsko, Turecko, Velká Británie a USA. Česká republika je zapojena do ECBCS od roku 2004.

Členové ECBCS (zástupci členských států) si mohou svobodně zvolit, kterých projektů se chtějí účastnit. V projektech se každá země zavazuje plnit dohodnutou část úkolu, včetně zajištění vlastního financování. Výsledky jsou také použity při vytváření mezinárodních a národních politik pro úspory energie a norem.

Otevřeli jste stránky, kde naleznete informace o mezinárodní spolupráci (MS) v energetice. Ministerstvo průmyslu a obchodu (MPO) napomáhá zapojení českých společností do mezinárodní technologické sítě. OECD


Ministerstvo průmyslu a obchodu

je pověřeno gescí spolupráce s Mezinárodní energetickou agenturou (International Energy Agency, IEA);

zajišťuje transparentnost a prediktabilitu mezivládních jednání v analýzách a koncepčních sektorových výhledech energetického sektoru a přenos informací v oblasti energetiky mezi MPO a IEA včetně jejich strategických vstupů pro vrcholová politická zasedání formátu G/8, G/20 a mezinárodními institucemi jako WB/IMF, Mezinárodní energetické fórum, Agentura pro obnovitelnou energii IRENA apod.;

plní roli sekretariátu pro podporu zapojení českých subjektů do mezinárodních programů, Technologických platforem či

koordinátora českého podílu na hloubkových národních přezkumech energetické politiky členů Agentury. Dále

plní funkci Národního kontaktního bodu pro IEA a rovněž

administrativně zajišťuje českou spolupráci s IEA. Organizace pro ekonomickou spolupráci a rozvoj (Organisation for Economic Co-Operation and Development, OECD) je mezinárodní vládní organizací se sídlem v Paříži. Mezi hlavní cíle OECD patří koordinace politik za účelem dlouhodobého ekonomického rozvoje členských i nečlenských zemí. Do "rodiny OECD" patří i dvě autonomní organizace se sídlem v Paříži, přidružené k OECD: Mezinárodní energetická agentura (IEA) a Agentura pro atomovou energii (NEA). Důležité milníky: Česká republika vstoupila do OECD 21. prosince 1995 jako její 26. člen. Členem Agentury pro atomovou energii při OECD se ČR stále v roce 1996, přičemž samotná Agentura vznikla již v roce 1958. K dohodě o Mezinárodním energetickém programu byla přizvána v roce 1999, na základě čehož se ČR stala členem Mezinárodní energetické agentury 25. února 2001.

O Mezinárodní energetické agentuře


Mezinárodní energetická agentura (IEA) je vládní organizace, sdružující 28 průmyslově vyspělých členských státům. Přístupová jednání jsou v současnosti vedena s Estonskem, Mexikem a Chile. Společným zájmem je zajištění spolehlivé, cenově dostupné a ekologicky únosné energie. IEA plní roli poradce v oblasti energetické politiky. Agentura vznikla v reakci na ropnou krizi v letech 1973 – 74. Byla založena skupinou OECD zemí v roce 1974. Její původní rolí byla koordinace opatření v dobách, kdy byla nouze o dodávky ropy. Toto je i nadále klíčovým aspektem její práce; ale IEA se vyvinula a rozšířila o periodické analýzy a koncepce vývoje trhu s ropou, plynem a uhlím. Do popřední pozornosti je kladena aktuální problematiky energetické účinnosti či nových energetických technologií. Je v centru globálního dialogu o energetice, je ceněna pro prestižní výzkum, statistiky, analýzy a doporučení. Mandát IEA při tvorbě vyvážené energetické politiky tvořily tzv. tři „E“: energetická bezpečnost (Energy security), hospodářský rozvoj (Economic development) a ochrana životního prostředí (Environmental protection). Před nedávnem se předmět zájmu rozšířil a zahrnuje následující čtyři oblasti:

• Energetická bezpečnost: Podpora rozmanitosti, efektivity a flexibilitu ve všech odvětvích energetiky.

• Hospodářský rozvoj: Zajištění stabilních dodávek energie do členských zemí IEA a podpora volného trhu na podporu hospodářského růstu a odstranění energetické chudoby.

• Ochrana životního prostředí: Posílení mezinárodní znalost i možností boje proti změně klimatu. Například pro oblast energetické účinnosti IEA formulovala svůj 25 bodový programu úspor energie v domácnostech, průmyslových objektech, veřejném osvětlení a v dopravě (v letošním roce byl zveřejněn jeho upgrade).

• Rozvíjení dialogu s podnikatelskými partnery a v úzké spolupráci se třetími zeměmi s ambicí hledání řešení společné energetice a životnímu prostředí.

Práce organizace je zaměřena na politiky týkající se změn klimatu, reformu trhu a spolupráci v oblasti energetických technologií. Zaměřuje se nejen na vlastní členy, ale také na prioritní části světa, zejména na hlavní spotřebitele a producenty energií jako je Čína, Indie, Rusko a země OPEC. IEA má okolo 190 zaměstnanců, především energetických expertů a statistiků, ze všech 28 členských států. IEA řídí velké množství programů spojených s energetikou, sběrem dat, vydáváním publikací a rozšiřováním aktuálních analýz energetické politiky a doporučení, založených na nejlepších zkušenostech, mezi veřejnost. IEA: řídící orgány, stálé skupiny a výbory IEA


Nejvyšším orgánem IEA je bienální zasedání ministrů stanovující strategické zaměření činnosti Agentury. Operativní řízení je svěřeno Řídícímu výboru (Governing Board), v němž jsou zastoupeny všechny členské státy na úrovni vyšších vládních úředníků.

Řídícímu výboru přímo podléhají tyto skupiny a výbory:

Stálá skupina pro otázky nouze (SEQ) je zodpovědná za všechny aspekty nouzových zásob ropy, IEA připravenost a kolektivní reakci při přerušení dodávek.

Stálá skupina pro ropný trh (SOM) monitoruje a analyzuje v krátkodobém a střednědobém horizontu vývoj na mezinárodním trhu s ropou za účelem pomoci členským zemím IEA pohotově a účinně reagovat na změny tržních podmínek.

Stálá skupina na dlouhodobou spolupráci (SLT) podporuje spolupráci mezi členskými zeměmi IEA za účelem zajištění jejich kolektivní energetickou bezpečnost, zlepšení ekonomické efektivity jejich energetického sektoru a podpoření ochranu životního prostředí v poskytování energetických služeb. SLT je povolána zpracovávat a posuzovat vysoce prestižní periodické hloubkové přezkumy národních energetických politik členských států Agentury. SLT také založila pracovní skupinu pro energetickou účinnost.

Stálá skupina pro globální energetický dialog (SGD) je zodpovědná za práci se zeměmi a regiony mimo členství v IEA, včetně Číny, Ruska a Indie. Mnoho SGD projektů čerpá z regionálních i oborových znalostí a jsou prováděny společně s ostatními divizemi IEA.

Výbor pro energetický výzkum a technologie (CERT) koordinuje a podporuje demonstrace a zavádění technologií s cílem řešit problémy v oblasti energetiky. CERT zřídil za tímto účelem čtyři pracovní skupiny (EUWP, FPCC, REWP, WPFF) zaměřené na:

fosilní paliva,

technologie obnovitelných zdrojů energie,

účinnost v konečné spotřebě

fúzní technologie; a dále koordinační výbor a tři expertní skupiny:

skupina odborníků v oblasti vědy a energetického výzkumu,

skupiny odborníků pro výzkum a vývoj stanovení priorit a hodnocení,

IEA platforma pro spolupráci zaměřená na ropu a technologie pro zemní plyn. Mnohostranné technologické iniciativy, které spoluvytvářejí „IEA energetickou technologickou síť“, jsou zaměřené na klíčové oblasti energetických technologií a nabízejí flexibilní rámec pro mezinárodní koordinaci zavádění energetických technologií. Jsou známé jako prováděcí/implementační dohody (Implementing Agreement – IA). Jsou velmi efektivním a prestižním nástrojem, založeným příslušným odborným řídícím výborem za účelem týmového řešení vybraných otázek. Výstup vzniká efektivní spoluúčastí významných globálních energetických společností, založené na spojení veřejných finančních zdrojů a podnikatelských a výzkumných subjektů.

„IEA energetická technologická síť“


IEA poskytuje rámec pro více než 40 mezinárodních energetických programů, známých jako prováděcí nebo též implementační dohody (Implementing Agreements, IAs). Jedná se o mnohostranné technologické iniciativy, které spoluvytvářejí IEA energetickou technologickou síť. Jsou zaměřené na klíčové oblasti energetických technologií a nabízejí flexibilní rámec pro mezinárodní koordinaci základního výzkumu, aplikovaného výzkumu a vývoje a demonstrací a zavádění energetických technologií. V IAs působí více než 6 000 odborníků z členských IEA i třetích zemí, z průmyslu, mezinárodních organizací i nevládních organizací, kteří doplňují existující mezery ve výzkumu, staví pilotní plány, zajišťují výzkumné a demonstrační programy. Mezi cíle a rovněž výhody práce v IAs patří využívání sdružených prostředků a sdílení nákladů, harmonizace norem, monitorování a eliminace technických rizik. Poslední technologické iniciativy IEA podporují úsilí G8 uspořádat mezinárodní technologickou platformu, která pomůže urychlit šíření nízkouhlíkových technologií po celém světě. Implementační dohody spolupracují v následujících oblastech:

křížové problémy (výměna informací, modelování, transfer technologií),

účinnost v konečné spotřebě (4 podoblasti: budovy, elektřina, průmysl, doprava),

fosilní paliva (snížení emisí skleníkových plynů, dodávky, transformace),

energie z fúze (mezinárodní experimenty),

obnovitelné zdroje a vodík (technologie a zavádění). IAs jsou koordinovány pracovními skupinami pro příslušnou oblast: Working Party on Energy End-use Technologies (EUWP), Working Party on Renewable Energy Technologies (REWP), Working Party on Fossil Fuels (FFWP), Fusion Power Co-ordinating Commitee(FPCP). Jednotlivé projekty nazývané Annexes jsou koordinovány řídícím výborem (Executive Committee, ExCo) příslušné implementační dohody. Členy řídícího výboru jsou zástupci členských zemí, které do IA přistoupily na základě smlouvy. Navrhovatel projektu / Annexu předkládá Annex řídícímu výboru příslušné IA, která jej posuzuje. O otevření nového Annexu a jeho oficiálnímu otevření rozhoduje řídící výbor příslušné IA zhruba po jednoročním negociačním procesu. K dnešnímu dni bylo dokončeno více než 1000 IEA projektů/Annexů. Podrobnosti o práci a členské základně jednotlivých prováděcích dohod, včetně doporučení, jak je mohou kontaktovat české subjekty, poskytne Národní kontaktní bod pro IEA (viz záložka Kontakty). Možnosti spolupráce


Aktuální informace o běžících i připravovaných projektech/Annexech v Mezinárodní energetické agentuře jsou k dispozici u zástupce příslušného státu – v případě České republiky tuto roli zastává Ministerstvo průmyslu a obchodu. Problematikou mezinárodní spolupráce v energetice se zabývá sekce energetiky tohoto ministerstva. Implementing Agreement on Energy Conservation in Buildings and Community Systems

Nemalá část primární energie se spotřebuje v neprůmyslových budovách, jako jsou byty, kanceláře, nemocnice a školy, kde je využívána pro vytápění a chlazení, osvětlení a provoz spotřebičů. Vzhledem k významu tohoto sektoru EUWP založila implementační dohodu zaměřenou na úspory energií v budovách a společenství budov: Implementing Agreement on Energy Conservation in Buildings and Community Systems (ECBCS). Globální posláním ECBCS je rozvíjet a usnadnit integraci technologií a procesů v oblasti energetické účinnosti a úspor do zdravých a udržitelných budov s nízkými emisemi.

Na programu (který má v současnosti 11 běžících projektů a 5 projekt v přípravě), se podílí 26 zemí: Austrálie, Rakousko, Belgie, Kanada, Čína, Česká republika, Dánsko, Finsko, Francie, Německo, Řecko, Irsko, Itálie, Japonsko, Korejská republika, Nizozemsko, Nový Zéland, Norsko, Polsko, Portugalsko, Španělsko, Švédsko, Švýcarsko, Turecko, Velká Británie a USA. Česká republika je zapojena do ECBCS od roku 2004.

Členové ECBCS (zástupci členských států) si mohou svobodně zvolit, kterých projektů se chtějí účastnit. V projektech se každá země zavazuje plnit dohodnutou část úkolu, včetně zajištění vlastního financování. Výsledky jsou také použity při vytváření mezinárodních a národních politik pro úspory energie a norem.

Two new projects within the Hybrid & Electric Vehicles Implementing Agreement (HEV IA):

- Task 19, Life Cycle Assessment of electric vehicles will focus on the life cycle

assessment of electric vehicles (EVs). The objective is to learn how electric drivetrain vehicles should be designed for optimal recyclability and minimal resource consumption. It also aims to promote the best available technologies and practices for managing the materials in EVs at the end of their useful life, when the vehicle is dismantled.

- Task 20: Quick Charging addresses quick charging technology for plug-in electric vehicles and i.a. to provide recommendations for setting up a roadmap for quick charging technology development and implementation.

FINANCOVÁNÍ MEZINÁRODNÍ SPOLUPRÁCE


MPO nedisponuje žádnými prostředky na financování mezinárodní spolupráce v energetice.

Financování MS v energetice probíhá na národní úrovni. V České republice jsou od roku 1993 projekty částečně účelově financovány ze státního rozpočtu formou veřejné soutěže. MPO podporuje účast v mezinárodních projektech v aktivitě E.1 programu EFEKT.

Finanční prostředky poskytuje také MŠMT podle výsledků veřejné soutěže o poskytnutí účelových prostředků na projekty mezinárodní spolupráce COST CZ (LD), EUPRO II (LE), EUREKA CZ (LF), INGO II (LG), KONTAKT II (LH) s počátkem řešení projektů v daném roce. Na zapojení do projektů IEA lze využít především program INGO II. Smyslem programu je motivovat české subjekty k vyšší účasti ve programech, neboť Česká republika přispívá na podporu evropských programů mandatorně a je proto v jejím zájmu získat prostřednictvím vysoké české účasti maximální výši prostředků na inovace zpět do České republiky. Program na podporu účasti v projektech mezinárodní spolupráce je určen na podporu úspěšných mezinárodních projektů, na jejichž řešení se podílejí čeští řešitelé. Český poskytovatel odborné hodnocení neprovádí, poněvadž uchazeč byl již vybrán mezinárodním poskytovatelem v souladu s pravidly příslušného programu. Předmětem podpory jsou multilaterální projekty.

Na základě Usnesení Vlády České republiky ze dne 10. prosince 2003 č. 1248 o souhlasu s úhradou ročního příspěvku vyplývajícího z účasti České republiky v Implementační dohodě Mezinárodní energetické agentury, MPO zabezpečuje každoroční úhradu příspěvku za účast v IEA IA. Tato povinnost souvisí s gestorskou rolí MPO.

ZAPOJENÍ ČR ZA SPOLUÚČASTI MPO DO

MEZINÁRODNÍ SPOLUPRÁCE V ENERGETICE

(NEJEN) V EU


MPO je gestorem (a většinou i řešitelem) následujících mezinárodních projektů:

I. Concerted Action - Renewable Energy Sources Directive (CA-RES)

V červnu 2009 vstoupila v platnost směrnice 2009/28/ES o podpoře užívání energie z obnovitelných zdrojů. Bylo žádoucí vytvořit společný rámec směrnice o využívání obnovitelných zdrojů energie v rámci Evropské unie s cílem omezit emise skleníkových plynů. Každý členský stát si stanovil cíl pro využívání energie z obnovitelných zdrojů, počítaný z hrubé konečné spotřeby energie. Tento cíl je v souladu s celkovým 20-20-20 cíli Společenství. Dále členské státy předložily národní akční plány pro obnovitelné zdroje energie (NREAPs). Projekt Concerted Action ve věci směrnice o obnovitelných zdrojích energie (Concerted Action on the Renewable Energy Sources Directive, CA-RES) byl otevřen v červenci 2010 a potrvá po dobu tří let. Cílem projektu je podpora provádění a uplatňování směrnice 2009/28/ES a usnadnění dosažení národních cílů. V projektu CA-RES si zástupci členských států vyměňují zkušeností a osvědčené postupy a rozvíjejí společné přístupy. CA-RES koordinuje Rakouská energetická agentura (AEA). Partnerské organizace a účastníci byli vybráni ze všech 27 členských států EU a dále se účastní Norsko a Chorvatsko. V rámci každého CA-RES plenárního zasedání probíhají série pracovních setkání a skupiny jsou paralelně organizovány a zaměřeny na několik klíčových diskusních témat. Jelikož je tento typ akce určen pro tvůrce národních energetických politik s rozhodovací pravomocí, jde o diskuse i výstupy ryze důvěrného charakteru. Závěry jednání jsou sledovány zástupci EK a slouží jako podklad pro přípravu nových evropských směrnic. Omezené množství informací lze sledovat prostřednictvím CA-RES stránky pro veřejné rozšíření. Další jednání proběhne v listopadu 2012 v Praze.

II. Concerted Action - Energy Performance of Buildings Directive CA EPBD III)

Obdobného charakteru je projekt Concerted Action - Energy Performance of Buildings Directive (CA EPBD III). Je koordinován agenturou ADENE (the Portuguese National Energy Agency) a zabývá se implementací směrnice 2010/31/EU o energetické účinnosti budov, která nahradila směrnici 2002/91/ES. Projekt CA EPBD III byl otevřen v roce 2011 Výkonnou agenturu pro

konkurenceschopnost a inovace (EACI), kterou zřídila Evropská komise za účelem účinně poskytovat finanční prostředky EU a vytvářet iniciativy v těchto oblastech. Agentura řídí jménem Komise program Inteligentní energie pro Evropu (IEE), který projekty Concerted Action zastřešuje. Příští jednání proběhne 13.-15.března 2013 v Madridu. III. Concerted Action on the Energy End-Use Efficiency and End Energy Services Directive (CA ESD)

Třetím projektem tohoto typu, do kterého se ČR zapojila, je projekt Concerted Action on the Energy End-Use Efficiency and End Energy Services Directive (CA ESD). Zabývá se implementací směrnice 2006/32/EK o energetické účinnosti u konečného uživatele a o energetických službách a o zrušení směrnice Rady 93/76/EHS. IV. BUILD UP skills

V roce 2012 ČR vstoupila do projektu BUILD UP skills, který vzešel z výzvy IEE, a je organizován EACI (jako oba předchozí). Doba implementace byla stanovena na 18 měsíců. Sektor budov hraje dle EU klíčovou roli, poněvadž spotřebovává 40% vyrobené energie. Projekt se zaměřuje na následné vzdělávání a trénink všech zainteresovaných osob ve stavebním sektoru a vytvoření národních kvalifikačních platforem za účelem sdružit zainteresované strany. BUILD UP Skills je iniciativa, jejímž cílem je podpora dalšího vzdělávání dělníků, mistrů, stavbyvedoucích, projektových manažerů a dalších profesí na stavbě. Usiluje o zvýšení počtu kvalifikovaných pracovníků, kteří jsou schopni aplikovat moderní technologie a postupy pro kvalitní výstavbu budov s téměř nulovou spotřebou energie. Iniciativa podporuje získání dovedností v oblasti energetické efektivity a obnovitelných zdrojů ve všech typech budov. Další informace: Webové stránky CA EPBD III: www.buildup.eu
