Founded in 1989, PACO Technologies (PACOTECH) is a minority-owned, national
provider of program and construction management consulting services. For over twenty-

EAST SIDE ACCESS PROJECT Agency: Metropolitan Transportation Authority (MTA) New York, NY
On the Long Island Railroad’s $10+ Billion East Side Access Project, PACO provides key program management services that include real estate acquisition and right of way, configuration management, cost control, scheduling, document control, value engineering, administrative and graphics support, partnering, contract administration, field engineering, planning, and construction management services.
The East Side Access Project will connect the Long Island Railroad (LIRR) to Grand Central Terminal, on the east
side of Manhattan, by the construction of tunnels and a new LIRR Terminal in the underlying rock beneath Grand Central Terminal. The project will utilize the existing 63rd Street tunnel which runs under the East River between Manhattan and Queens and will connect Sunnyside Yard in Queens to Grand Central Terminal in Manhattan via a new tunnel running beneath Park Avenue. The construction includes seven miles of tunnels, over 3.5 route miles, a new Sunnyside Station, an upgrade of Sunnyside Yard, 50,000 feet of new track, a new concourse for LIRR on the lower level, as well as five new entrances at Grand Central Terminal.

SECOND AVENUE SUBWAY Agency: Metropolitan Transportation Authority (MTA) New York, NY
PACO, as part of the Program Management Team (PMT), is responsible for providing program/project planning, design support, cost control, cost management, cost estimating, contract Administration, project administration, CADD, and right-of-way services for the Second Avenue Subway project. PACO also provided project procurement services, including: the development of a project procurement plan that defined the procurement approach, organizational responsibilities, goals and deliverables.
The Second Avenue Subway project will include a two-track line along Second Avenue from 125th Street to the Financial District in Lower Manhattan. It will also include a
connection from Second Avenue through the 63rd Street tunnel to existing tracks for service to West Midtown and Brooklyn. Sixteen new ADA accessible stations will be constructed.
Under the current plan, the project will be built in four phases. Phase One, currently under construction, will include tunnels from 105th Street and Second Avenue to 63rd Street and Third Avenue, with new stations along Second Avenue at 96th, 86th and 72nd Streets and new entrances to the existing Lexington Ave/63rd Street Station at 63rd Street and Third Avenue.

THIRD TRACK EXPANSION PROJECT Agency: Metropolitan Transportation Authority (MTA) Long Island Rail Road (LIRR) New York, NY
PACO Technologies, Inc. (PACOTECH) is providing the cost-loaded master schedule and document control services under the Gannett Fleming/AECOM Joint Venture in the planning of Long Island Rail Road’s Third Track Expansion between Floral Park and Hicksville.
To accommodate an expected increase in Long Island Rail Road ridership once the East Side Access project to Grand Central Terminal is completed and to expand local and reverse peak service, the Metropolitan Transportation
Authority has proposed to build a third Main Line track from Queens Village to Hicksville in the future. Components of the project include purchasing properties in the track's right of way, eliminating grade crossings (in conjunction with NYSDOT), relocating existing stations, and reconfiguring Mineola Station.
In January 2016, Governor Andrew Cuomo announced a transportation improvement plan which included several million dollars in funding to restart third track development. Governor Cuomo said that unlike previous third track proposals, his plan involves building the third track within existing LIRR right of way, which will reduce the number of existing homes and businesses affected by installation of the third track. While previous proposals would have affected around 250 properties, 80 of which were homes, Governor Cuomo's proposal would only require taking property from 50 properties in total, including around 20 homes. This reduction in properties affected be accomplished by building a shorter third track than previous proposals, resulting in a 9.8-mile three-track segment instead of the previously planned 11.5-mile segment.

NETWORK STRATEGY STUDY Agency: Metropolitan Transportation Authority (MTA) Long Island Rail Road (LIRR) New York, NY
PACO Technologies, Inc. (PACOTECH) is providing construction cost estimates for the Network Strategy Study (NSS) currently being conducted by AECOM on the Long Island Rail Road system.
The NSS is a major two-year study that will shape the kind of service LIRR will offer in 25 years. The study aims to predict ridership patterns from 2025 through 2040, and envision ideas to meet future ridership demands. The last study of its kind, conducted in the early 1990s, inspired
the LIRR’s fleet of double-decker train cars and the decision to go forth with East Side Access — the MTA’s $10.2 billion effort to bring the railroad to Grand Central Terminal by 2022. The new study looks ahead to life after East Side Access.
This new study will be a more extensive and detailed look and involves very close coordination and information gathering with Long Island county officials and the public on their vision for expectations of LIRR’s future, and modeling possible solutions through operation simulation, ridership forecasting and financial analysis. Issues expected to be addressed include expanded electrification throughout the LIRR system, how to reduce the need for transfers and how to expand capacity.

PROJECT MANAGEMENT OVERSIGHT Agency: National Railroad Passenger Corporation (Amtrak) Nationwide
PACO provided AMTRAK staff to support projects funded by the American Recovery & Reinvestment Act (ARRA). Specific tasks performed included; project management, professional engineering, construction inspection, contract administration, cost control, document control, safety and administrative support. PACO staffed projects in the following cities: Boston, MA, New Haven, CT, Philadelphia, PA, Jacksonville, FL and Chicago, IL.
In 2009, Congress passed the American Recovery & Reinvestment Act (ARRA) which in turn appropriated $1.3
billion to the National Railroad Passenger Corporation (AMTRAK) for capital investments. Provisions within ARRA require the allocation of $850 million to rebuild, modernize and maintain rail systems. Projects include:
ARRA PROGRAM SIGNAL & POWER SUBSTATION UPGRADES FOR THE NEW HAVEN/BOSTONLINE
PACO provided oversight and construction supervision of the upgrade to 480 volt signal and power systems along the New Haven rail line as part of AMTRAK’s ARRA initiative.
REPLACEMENT OF THE NIANTIC RIVER BRIDGE
PACO provided oversight and construction supervision of the upgrade of the signal system including theinstallation of housing units, signals, wired conduit cables along the bridge structure as well as theinstallation of the distribution system.
HARTFORD LINE BUSWAY UPGRADE
PACO provided oversight and construction supervision of the relocation of the signal system to include 14signal locations and upgrades.
NEW HAVEN LINE DOUBLE TRACKING
PACO provided oversight and construction supervision of the double tracking of the New Haven line.

PORTAL BRIDGE CAPACITY ENHANCEMENT Agency: New Jersey Transit Kearny, New Jersey
The Portal Bridge is a nearly 100-year-old, two-track, moveable swing-span rail bridge over the Hackensack River in New Jersey between the cities of Kearny and Secaucus. Built by the Pennsylvania Railroad, the Portal Bridge commenced operation in 1910 providing direct service between Newark Pennsylvania Station and the newly constructed Pennsylvania Station in New York City. Today, four of NJ Transit’s rail lines (393 trains each weekday in both directions) utilize the Portal Bridge. Amtrak operates 103 scheduled trains in both directions over this segment of the Northeast Corridor.
The alternative chosen for Portal Bridge Replacement.
The century-old structure is nearing the end of its economic life and has insufficient capacity to accommodate future transportation needs. In addition to heavy usage by NJ Transit and Amtrak, the Hackensack River crossing must also be opened to allow most marine traffic to pass. The NJ Transit Portal Bridge Capacity Enhancement project evaluated alternatives including replacement, rehabilitation or modification of the existing bridge along with the construction of an additional bridge for added capacity to meet demand projections anticipated in 2030. This evaluation was necessary to improve existing Amtrak and NJ Transit rail operations and allow for planned future infrastructure improvements to support regional growth and mobility.
Goals of the project included: ● Enhance capacity to meet current and future demand including new service along the Northeast Corridor;● Improve service reliability and operational flexibility;● Provide a redundant Hackensack River crossing to facilitate maintenance and enhance passenger safetyand security; ● Minimize conflicts with maritime traffic;● Optimize existing infrastructure and planned improvements; and● Minimize impacts on the surrounding environment.

ACCESS TO THE REGION’S CORE (ARC) TRANS-HUDSON EXPRESS (THE) TUNNEL ENGINEERING Agency: New Jersey Transit & Port Authority of New York & New Jersey New York, NY
PACO, as part of a joint venture known as “THE Partnership,” provided Preliminary and Final Engineering support for the design of the Trans-Hudson Express (THE) Access to the Region’s Core (ARC) Tunnel, a $7.2 billion project that was to double New Jersey Transit and Amtrak rail capacity between New Jersey and New York by 2016.
THE ARC Tunnel project featured a new two-cavern, eight-track passenger station 120 feet under 34th Street in Manhattan between 6th and 8th Avenues, adjacent and connecting to the existing Pennsylvania Station; two new bored tunnels under the Hudson River between New York and New Jersey, and bored and sequential excavation
tunnels in Manhattan; and track expansion, connections and train storage facilities in the Meadowlands located in East Rutherford, New Jersey.

PACO, as part of a joint venture known as “THE CM Consortium of Newark”, provided Construction Management support services for the construction of the Trans-Hudson Express (THE) Tunnel. Services included design oversight, independent cost estimates to validate those made by the engineering team; development of a master project schedule for the engineering, permitting, construction phase CEI services; and Quality Controls.

WORLD TRADE CENTER TRANSPORTATION HUB Agency: Port Authority of New York & New Jersey New York, NY
PACO, as a subconsultant to the Downtown Design Partnership, provided cost estimating services for the final design of the 800,000 square foot World Trade Center (WTC) Transportation Hub, the third largest transportation center in New York City.
The estimates were fully developed and based on the necessary labor, material, and equipment requirements. The estimates reflected the sequence of construction and included labor adjustment factors,
such as confined space work, limited construction access, overtime, an assessment of the general conditions, and contingency.
Designed by Spanish architect Santiago Calatrava, the WTC Transportation Hub is composed of a train station with a large and open mezzanine under the National September 11 Memorial plaza. This mezzanine is connected to an above-ground head house structure called the Oculus—located between 2 World Trade Center and 3 World Trade Center—as well as to public concourses under the various towers in the World Trade Center complex.
The WTC Transportation Hub provides passenger connections from the PATH to the New York City Subway system, incorporating a passageway that connects to the various subway lines in Lower Manhattan through the Fulton Center. Significant portions of the new Hub will be devoted to the 365,000 square foot Westfield World Trade Center mall.

PACO, as a subconsultant to Arup, provided real estate
support services for the $1.4 Billion Fulton Center
project for MTA New York City Transit, a modern transit
center and retail hub in the historic Financial District.
More than 300,000 people use Fulton Center to access
ten (10) MTA subway lines, six subway stations, and the
World Trade Center Transportation Hub daily.
Fulton Center stands at the center of an area that includes
not only the nation’s third-largest central business district,
but also major cultural, educational, and retail attractions. With 85 percent of trips to these and other sites in
Lower Manhattan made by public transit, the station complex plays a key role in the area’s economic
recovery and future development. It will also help drive pedestrian traffic to the historic South Street Seaport
to the east. With significant retail space within the complex, the Fulton Center has become a destination in
itself.

PENN STATION REDEVELOPMENT Agency: Penn Station Redevelopment Corporation New York, NY
PACO participated on the initial New York Pennsylvania Station Redevelopment effort. The scope of work included refurbishing the service building, the relocation of Amtrak passenger handling and consumer services to a readapted historic landmark US Postal Service facility known as the James A. Farley Building, and the rehabilitation of the existing Penn Station. This project required special attention to the ADA element in the adaptive reuse of this historic building.
PACO Group, Inc., on a team headed by O'Brien Kreitzberg with Beyer Blinder, Belle and TAMS, led the development of a Total Project Budget, Construction
Estimate and Schedule, and alternative financing/ownership and project delivery strategies. In addition, PACO coordinated and led a Value Engineering Workshop that enhanced private project development opportunities.
