Velká Británie: Vybrané obchodní příležitosti v britské energetice Poznámka na úvod : Účelem tohoto dokumentu je průběžně informovat české podnikatelské subjekty o připravovaných obchodních příležitostech v oblasti projektů v britské energetice s delším časovým předstihem než je vydán příslušný tendr. Účelem tohoto dokumentu je průběžně informovat české podnikatelské subjekty o připravovaných obchodních příležitostech v oblasti projektů v britské energetice s delším časovým předstihem než je vydán příslušný tendr. Jelikož zejména pro menší a střední podniky je největší šance uplatnit se v roli subdodavatele, podáváme zde také informace o největších subjektech operujících na GB trhu a získávajících zakázky v předmětné oblasti.

1/ Obecné informace:Elektrickou energii v UK generuje více než 2 600 elektráren různé velikosti

(nejvýkonnější je uhelná elektrárna Drax v Severním Yorkshire o výkonu 3 870 MW). Electricité de France (EdF) je největším producentem energie 7 v UK, kontroluje většinu jaderné energie a vyrábí jednu šestinu celkového energetického výkonu. Mezi další významné výrobce patří E.ON UK, RWE-Npower, Centrica (British Gas), Scottish and Southern Energy (SSE) a ScottishPower (SP). Souhrnná kapacita britských elektráren (přibližně 75 GW) pokrývá roční spotřebu 350 TWh. Většina elektráren byla vybudována v devadesátých letech, a je proto uzpůsobena na spalování zemního plynu, který v uplynulém roce zabezpečil pokrytí 47% energetické poptávky UK.

Výroba elektrické energie z jádra dosáhla v Británii vrcholu v roce 1998 s tehdejším 26% podílem na energetickém mixu, v současnosti se na energetickém mixu podílí 16% až 18% dle údajů DECC. Navzdory plánované odstávce dalších čtyř jaderných elektráren do roku 2015 by se měl podíl elektrické energie z jádra stále udržet na více než 10% z celkového

objemu. Nejvíce v současnosti aktivních jaderných elektráren z nich je provozováno společností British Energy, která spadá do skupiny EdF a vlastní v UK celkově 8 jaderných elektráren.

energie z obnovitelných zdrojů

Pro UK je potenciálně nejvýznamnější větrná a příbojová energie. Velká očekávaní se vkládají také do tzv. čistého uhlí – zachycování a uchovávání oxidů uhlíku (Carbon Capture and Storage - CCS). Opatření britské vlády přímo vyžadují po výrobcích elektřiny, aby určitou část své energetické produkce čerpaly z obnovitelných zdrojů. Navzdory setrvalému růstu produkce energie z čistých zdrojů se nezdá být pravděpodobné, že by UK bylo do roku 2020 bylo schopné splnit závazek 20% podílu obnovitelných zdrojů na celkovém objemu vyrobené energie, byť se k tomuto cíli velmi silně hlásí.

elektroenergetika – výroba, přeprava, distribuce

Největším výrobcem elektrické energie v UK je British Energy Group (BEG) vlastněna francouzskou EdF. Dalšími velkými výrobci jsou British Gas/Centrica, Scottish & Southern Energy, E.ON UK, RWE Npower a, Scottish Power/Iberdola. Dohromady produkují 95% elektrické energie v UK. Vlastníky těchto firem jsou nadnárodní společnosti z UK, USA, Francie, Španělska a Německa. Menší společnosti vykrývají zbylou část trhu, jedná se o tyto firmy: The Utility Warehouse, OVO New Energy, Good Energy, Ecotricity, Co-operative Energy a EBICO Ltd. Hlavní dohled nad přenosovou sítí má privátně vlastněná akciová společnost National Grid. Scottish Power, Scottish and Southern Energy a Northern Ireland Electricity provozují přenosovou síť ve Skotsku a Severním Irsku.

Horizon belongs to the German companies RWE and E.ON who issued a statement in March 2012 that they would no longer be building their planned nuclear power plants in Wylfa in Wales and Oldsbury in England. Rosatom would be interested in building their power stations in the UK and have signed a memorandum of cooperation with Rolls Royce. Rosatom already works in the UK delivering nuclear fuel and exporting enriched uranium to the UK and assisting in the decommissioning of several nuclear sites.

Nuclear Planning17 April 2012Source: The GuardianThe Guardian has reported that the French company GDF Suez wants guarantees from the UK government over the minimum price that electricity can be charged at for production at the new build nuclear power plants. GDF Suez and Iberdrola (NuGen) are planning to build a new nuclear power station at Sellafield in Cumbria. They will make their decision in 2015 with minimum price guarantees being one of the factors involved in their decision making. The chairman and chief executive of GDF, Mr Gerard Mestrallet, stressed that GDF will only proceed if the UK government makes further concessions to the nuclear industry. GDF is also the majority shareholder in the power generating company International Power (IP). IP runs 6 UK power stations and some wind farms.

UK Nuclear New Build 29 March 2012Source: NewspapersThe Horizon joint venture (RWE and E.ON) announced on 29 March 2012 that it was no longer considering building the two nuclear power stations it has previously planned. The joint venture formed in 2009 was planning to have its first nuclear station online by 2020. Horizon gave two reasons why they were pulling out of the project: (1) due to the economic crisis they were finding it difficult to raise the finance and given that this was a large scale project with long lead times and payback periods; (2) Germany’s decision to close down all their nuclear power plants after the Fukusima disaster has left them with a large decommissioning expense. It is the joint ventures intention to “ensure that Horizon assets and work on development can be taken up quickly by other potential investors”. The UK Energy Minister Charles Hendry said that while the withdrawal was disappointing it did not affect the UK nuclear energy plans and that the decision was based on pressures outside the UK and not in the overall role that nuclear would play in the energy future of the UK. EDF and Centrica are still undertaking their own plans to build plants with Areva reactors. Greenpeace, who oppose the building of nuclear reactors, said that even the money given to the French and German nuclear industry was not enough to make building the new generation of nuclear power stations economically viable for them. The union Unite also said that the Horizon project was very important as thousands of skilled jobs would be created by it and urged the government to find a buyer to take over the project.

Electricity Super-Grid8 MarchSource: Financial Times p.19A group of 10 companies have launched a plan to create an electricity “super-grid” across the North Sea covering the UK, Germany and Norway. In December 2009, nine European Union member states that includes the UK, France, Germany and Denmark have already come together to agree a plan for building such a grid and to have a plan in place by the end of 2010. Apart from using the grid to supply electricity from North Sea wind farms and hydro power from Norway it could be used to connect grids at times of peak electricity usage. Some of the companies involved in the group are Siemans, Hoctief, Areva, Prysmian and Mainstream Renewable Power.

Nuclear Station Enabling Works3 MarchSource: Construction News Construction News magazine has reported that some of the largest construction companies in the UK and Europe are putting themselves forward for enabling works on the first of the new nuclear power stations to be started. The power station is at Hinkley Point and the owner of the site is EDF. This particular work is thought to be worth 100 million but the whole station would be 4 billion. Tenders for this job are due out early in March with another project worth 500 million to be advertised early in summer 2010. The article mentions the following firms:

The contractors see this as a first foot in the door to other work on the possible 9 nuclear power stations to be built. The work on the stations will be by private funding and not by public funding. The UK government will stipulate the choices of nuclear reactor which can be used.

The private sector will be encouraged to invest ₤200 billion into energy infrastructure. Presently the Department for Energy and Climate Change and the Treasury are working on plans for energy market reform. Ed Miliband set out his strategy early in February saying “for the longer term, Britain will need a more interventionist energy policy”. This report is expected on the same day as the 2010 UK budget possibly in March called the “2050 Road Map”. The government is hoping that Mitsubishi will build wind turbine factories in the UK. The industry has said that it will be a big challenge to cut carbon emissions in line with government and EU targets.

UK Energy Markets Change4 FebruarySource: Financial Times

The UK government will in March set out its vision and plans for energy supply to 2050. Both the present government and opposition have stated that this is a very important sector that will need radical reform if the UKs energy supply is to be maintained. Ofgem, the industry regulator, has said in a report published on 3 February that there is a ‘window of opportunity until 2012-2013 to put a new market framework into place in order to deliver up to ₤200 billion of investment needed’. The ₤200 billion investment required by 2020 is broken down as:

₤60 billion (mainly wind) ₤53 billion (renewable heating includes biogas, wood, heat pumps, reusing heat

waste) ₤40 billion (transmission and distribution) ₤26 billion (smart meters and other energy efficiencies) ₤11 billion (clean coal and gas) ₤6 billion (nuclear) ₤3 billion (gas pipes and terminals)

Ofgem have given 5 proposals for changes to market supply which in summary are: Allowing gas and electricity prices to rise when sharply when supplies are tight.

Customers would be encouraged to use less electricity and gas and to invest in low carbon technologies.

Obligations on energy companies to create a reserve for back up supply. This could be backed by a centralised renewable energy market.

The government to give contracts to generators to supply set quantities of renewable electricity. The contracts would go out to tender.

Nuclear Reactor Designers wait for Decision10 DecemberSource: Financial TimesThe two nuclear reactor design firms (Areva and Toshiba/Westinghouse) which are currently having their designs assessed by the UKs Health and Safety Executive will know in the next six months which of them has been chosen by RWE/Eon (going under the name Horizon Nuclear Power). The German joint venture will decide which of the designs will be used in the 2 new power stations (4 – 6 reactors) they will build on the sites Wylfa and Oldbury. Nuclear Fuel Assembly Plant10 SeptemberSource: Financial TimesA report in the Financial Times has said that Westinghouse is in talks with the UKs Nuclear Decommissioning Agency (NDA) to take a ‘long term lease of about 60 years on the Springfields nuclear fuel assembly plant’ in Lancashire. If the deal goes ahead it will mean that Westinghouse (owned by Toshiba) can undertake the ₤100 million investment required to modernize the plant. The history of Springfields goes back to the 1950s when it first started making the nuclear fuel assemblies for the Magnox reactors. At present it does not have the capability to produce ‘fuel for modern pressurised water reactors that Eon, RWE and EDF would use in their proposed nuclear power stations. The NDA is also in talks with other companies about Springfields but only in negotiations with Westinghouse at this time. It is expected that any deal done would have to be in place by the end of 2009.

Hydrock will undertake drilling work up to 80 meters deep to help E.On to assess how deep they will have to make their foundations on the plant. The work should take 2 months to complete.

Nuclear Suppliers Meeting Update3 July Source: BuildingThe French energy group EDF held a suppliers day for companies interested in supplying services or equipment in the building of their proposed 4 nuclear power stations in the UK. The participants were told that it will be tendering for the main civil engineering contracts early in 2010 for the first of the 4 power stations. EDF expects that building will begin in 2013 on the first plant at Hinckley Point in Somerset. The packages that will be let this year will be for earthworks and a marine offloading facility. The first 3 months of 2010 will see the tendering of the main civil engineering works and tunneling contracts. EDF will act as the architect/engineer with support from Amec. EDF to Tender Nuclear Works25 JuneSource: Construction NewsConstruction News reported that EDF are due to tender for two major jobs on their new 4 billion Hinckley Point C nuclear plant. It is suggested that the tenders will be announced this summer (August) even though the plant has still not received the necessary permission to begin building. The tenders are expected to be for the 100 million enabling works and the 500 million civil works package with the contracts to be awarded in autumn 2010. The civil works preliminary package will cover things such as basic roads and other infrastructure with the main package consisting of studies, tests, civil structures, pipework, galleries and structural steelworks. Some of the biggest contractors in the UK have already submitted pre-qualification questionnaires and include: Balfour Beatty/Vinci Construction Grands Projects; Kier/Bam Nuttall; Bouygues/Laing O’Rourke; Costain; Carillion; Skanska and Morgan Est. UK to sell Atomic Energy Agency1 AprilSource: Financial TimesThe UK government announced that it is to sell off some or all of the commercial arm of the UK Atomic Energy Agency Ltd (UKAEA) for an expected ₤50 million. The commercial section deals with the clean up of nuclear waste in the UK. The government and the company have said that the reason for the sale is to free the UKAEA to compete for nuclear decommissioning work in the UK and internationally. The UK expects to build several nuclear reactors in the next few years on sites which already hold nuclear power stations. These sites as they are closed down will need cleaning up as well as a provision made for future decommissioning in consultancy and project management. Coal Energy Plant 15 FebruarySource: Construction NewsThe energy company Eon are in talks with six contractors for the 4 packages it has to offer in the rebuilding of the Kingsnorth coal fired power station. The job worth £1.5 billion is being contested by the following contractors: Laing O’Rourke, Morgan Est, Balfour Beatty, Kier, Bam Nuttall and a joint venture of Costain/Hochtief. The four packages on offer are: Piling, enabling works, cooling water system civils works and the ‘power island’ (the main building). It is still not certain when the project will be advertised as the UK government has not, as yet, given permission for its building. Both the government and Eon are waiting for a consultation on Carbon Capture and Storage Technology (CCS) which Eon is keen to have fitted during

GDF-Suez has formed a partnership with Spanish group Iberdrola (Scottish Power) with the intention of building two nuclear power stations. Quicker Nuclear Reactors?20 JanuarySource: The TimesThe Times reported that the UK government and some of the companies involved in building the proposed new nuclear power stations are looking at a building process that will shorten the time taken to build them and have them working. There are two proposals which may take 18 months off the building process. The first is to pre-fabricate large pieces of the reactor off-site at an indoor location and float them on water into the site of the nuclear station. The second proposal is to lessen the time taken to review the technology proposed for the UK by the Nuclear Installations Inspectorate by both giving it extra resources and by borrowing from the French and American reviews of the technology. The idea is to make sure that the supply chain will know what is expected of them. Balfour Beatty and Vinci will be at the forefront of delivering the Areva EPR nuclear power stations. EDF considers selling power station14 OctoberSource: The TimesEDF is considering selling British Energy’s only coal fired power plant in order to make its proposed purchase of EDF run more smoothly in Brussels. The coal plant which generates 1,960 mega watts of electricity is considered as one of the biggest generating stations in the UK. At present under a restructuring agreement in 2002 several of the bond holders were given the option of buying the plant in 2010 for 187 million. EDF has the right to sell the plant before that however or another scenario is that it can auction all the plants capacity on an on-going basis. Nuclear Energy Programme9 OctoberSource: Construction NewsA report in Construction news said that Westinghouse, which is still in the running to have its reactors built in the UK, would use its future British supply chain ‘on significant new-build schemes abroad’. In another development Westinghouse has signed agreements with BAE Systems, Rolls Royce and Doosan Babcock in order to cooperate on ‘work associated with the Westinghouse AP1000TM nuclear power plant proposal’. One of the senior managers at Westinghouse, Mr Adrian Bull, said that the firm would be holding a meeting for potential supply chain firms in October. The report also highlighted the point that the UK would become a leader in decommissioning work, rather than building as over the next few years many of the existing stations will need to be decommissioned.

EDF buy British Energy26 SeptemberSource: Financial TimesThe French firm EDF reached agreement with the board and shareholders of British Energy for a £12.5 billion takeover. The final agreement, which still has to receive EC approval, will also give Centrica, the British energy firm best known for British Gas, a 25% stake and a guaranteed supply of electricity to add to its gas portfolio. This deal gives EDF/British Gas a 25% share of the electricity generating and sales market. The deal is also good news for other

The deal agreed also means that EDF will sell a 25% stack in the company to the British energy firm Centrica for £3.1 billion. The site of the plant would be on one of the Nuclear Decommissioning Authority’s (NDA) sites at Oldbury in Gloucestershire which is due to be shut down this year. The NDA has announced that it plans to sell three of its ‘most attractive’ locations for the rebuilding of nuclear power plants – Oldbury, Wylfa (North Wales) and Bradwell (Essex). Renewable Energy Sources6 AugustSource: Sunday TimesThe Sunday Times published 2 pages on the energy sector in the UK highlighting nuclear, wind and wave technology. The section on nuclear did not say anything new except that the UK government in favouring EDF in buying out British Energy would not just be buying the company but also bringing with them a French nuclear station design and expertise in running nuclear stations. The major project in the UK which would involve wave power is in the Severn Estuary (near Bristol) but there are other projects in other parts of the UK where the sea is right for such devices to generate electricity.

The last technology is wind power. The UK government would like to have at 7,000 on and off shore wind turbines producing at least 25% of the country’s electricity by 2020. However to date of the 15 gigawatts of wind projects put through the planning process since 2002 only 8.5 gigawatts have been given permission. One of the major obstacles has been the Royal Air Force who find that some of the sites planned for wind turbines have an effect on their radar signals. Add to this the major problem of access to the electricity grid. The government plans to have a simpler process of granting permission with an Infrastructure Planning Commission which would take the power out of local authority hands. The cost of setting up is also astronomical with the latest estimate being 100 billion. Sale of British Energy – Alarm Bells for Competition28 JulySource: Financial TimesAn article in the Financial Times outlines some of the concerns that Members of Parliament (MPs), other electricity power generators and industrial users have of a takeover of British Energy by EDF of France. There are two main areas of concern (1) competition and (2) ownership of British Energy. According to the paper the main worries are in the wholesale market where the generators sell to suppliers. At present there are three main generators which do not have a supply side attached to them – British Energy (15% of market), Drax power station (5% of market) and International Power (7% of market). A select committee of MPs have issued a report saying that the UK government should put safeguards in place to protect competition. Renewable Energy Strategy27 JuneSource: Financial Times (27 June)The UK government published their new renewable energy strategy (a consultation document – link below) saying that much of the renewable energy generation that it needs to fulfill its EU 2020 target can be achieved. The whole strategy which is expected to cost £100 billion and paid for by the private sector is, according to the government, going to produce 15 percent of the UKs energy needs by 2020. But according to the government the private sector will gain because it is expected that the green industry will be able to produce many products in the UK (solar panels, fuel cells, combined heat and power, ground source heat pumps, biomass equipment and the design of new equipment and engineering specialized components). In the UK alone it is estimated that 7,000 new wind turbines will be required by 2020 for both on and off shore use. Other plans are the upgrading of the national electricity grid for the new wind farms to connect to, local authorities to be encouraged to approve wind farms, more incineration of waste to provide energy. Energy wise, the government would like renewables to account for 30 percent of electricity supply, 14 percent of heat supply and 10 percent of transport fuels. In Scotland renewable energy would be created by sources other than nuclear power. The Scots are looking at hydroelectric dams to generate their energy needs. The Scottish government will call for up to 100 projects to be built through the Renewable Energy Development in Scotland. In spring 2009, the power generating company Scottish and Southern will turn on a 200MW hydro power plant buried in the Scottish mountains near Loch Ness. No Nuclear Power Station Monopoly12 JuneSource: Financial Times (12 June)The Financial Times reported that John Hutton, the UK Secretary for State for Business, said in an interview that there would be no monopoly in the running of new nuclear power stations in the UK. Two companies will be required to run the new stations. He also said that after the initial phase of building new nuclear stations on existing sites was completed more stations could be built on other new sites. The UK government is determined to go ahead with a significant expansion of nuclear power with the latest technology available to enable the UK to meet its carbon emission targets. British Energy, the owners of 8 existing nuclear power stations and 35 percent owned by the UK government, has already rejected a first bid from EDF and other interested companies for its shares. As regards the change to the planning process the Labour government proposes to allow un-elected and unaccountable people to decide on major and in some cases minor building projects. No minister could object to their ruling. He stressed that the government would be firm in pushing this bill through parliament.

French Company Looks to UK Market11 JuneSource: Financial Times (9 June)The French nuclear reactor manufacturer Areva has been given assurances by the UK government that its goal of supplying the technology for all of the UK’s new generation of nuclear power stations would not break competition rules. Both EDF and Eon have given their support to Areva. It is expected that the government will licence 2 different designs giving companies a choice of the design they wish to put into their power station. The three companies and designs which are being looked at are: Areva EPR, Westinghouse/Toshiba AP1000, and GE Hitachi ESBWR. Areva is believed to be in discussion with all the parties interested in building and running the stations. Although it is estimated that the first of the

power stations could be running by 2017 Areva believes that this depends on whether or not existing designs are modified, licensing issues and the timings of decisions by the utility companies. Add the building projects to the nuclear decommissioning and reprocessing that has to be undertaken then there will be a very big market for companies involved in the nuclear business. It is estimated that the present cost to decommission the existing plants will come to 73 billion. The names already put forward for these tasks are in 4 groups – 1. British Energy Turns Down EDF Offer10 JuneSource: Financial TimesThe Financial Times reported that British Energy has rejected the offer put forward by EDF and also by other European energy companies. Its reason is that the offer does not reflect the share value on the day the bid was put in. At that time on 6 June, British Energy was trading at 7.35 a share and yesterday at 7.21. The offer put forward by EDF was at between 6.80 and 7.00 a share and subject to conditions. Other firms also put offers in but also been turned down. Centrica, the only British owned firm to have taken an interest is also thought to be talking to EDF about either taking a minority stake in British Energy or a stake in new nuclear power stations or to buy energy from British Energy on a long-term basis. Higher Energy Prices due to Investment4 JuneSource: Financial TimesMr Paul Golby, chief executive of the power generator E.on UK has suggested that electicity and gas prices to the UK consumer will have to rise substantially to pay for the investment needed in the UK energy industry. New nuclear, gas, coal and wind farms will have to be built to allow the UK to meet its European Union targets for renewable energy. He believes that it will cost £100 billion to build the stations necessary to replace existing ones and to increase the number of coal and gas stations to supplement any shortfall in wind power. He said that although the UK’s on-shore wind farms could deliver 30 percent of their ‘notional full capacity’ it was found that they were on average only giving 8 – 10 percent of capacity. A total of 70,000 megawatts of new capacity would have to be built by 2020 which would include new nuclear and coal stations to replace those at the end of their lives and extra wind farms mostly off-shore. E.on is planning to construct a new 1,600 megawatt coal fired power station in Kingsnorth, Kent costing £1.5 billion. The company is also involved with the Danish firm Dong Energy in the building of the off-shore wind farm in the Thames estuary. In

One of the other reasons for the speed of movement on this issue is that other countries may be going in the same direction as the UK – building nuclear – at the same time thus the problem with limited capacity in the construction industry. Nuclear Decommissioning Sites19 MarchSource: Financial Times (17 March)The Financial Times reported that the UK government is seeking guidance from Sweden on the best method of disposing of its nuclear waste. Later in 2008 the UK government will publish a white paper setting out how it intends to dispose of the waste and where. It is hoping that communities already comfortable with nuclear power will volunteer to host the underground waste. It is suggested that there will be financial rewards to the areas selected. At present the three named are Sellafield (England), Dounreay (Scotland) and Wylfa (Wales).

British Energy Sale Talks18 MarchSource: Financial TimesThe Financial Times reported that the UK government though the bank UBS has been in talks with power utility generating companies about the sale of its holdings in British Energy. Currently the UK government holds 35.2 percent of the company but has a wish to down size this if not to sell it all. British Energy has 8 of the 10 existing nuclear sites in the UK giving any new owner a good base from which to build the projected new stations. However there is some concern in the industry as the purchase of this amount of equity in the company could lead to a takeover bid by the winner thus giving them control over the sites. It is hoped by the government that joint ventures would be formed between British Energy and other companies so as to create competition in the market. At present the paper thinks there are 10 potential partners identified and which British Energy have held talks with: Centrica, RWE, Eon, EDF, Iberdrola, Scottish and Southern Energy, Vattenfall, Suez and Fortum.

John Hutton pledges nuclear future for GB5 MarchSource: Financial TimesJohn Hutton, the UK Secretary for business has said that ‘the UK’s reliance on nuclear power will increase significantly over the next two decades’. Presently the nuclear industry delivers 19 percent of the UK’s electricity but this should be increased with the building of new stations. He said that it is up to the market as to how much investment will be put into the industry. Building nuclear plants is vital to the UK’s commitment to cutting carbon emissions and reliance on imported gas. 10 plants will be replaced by 2023 with the first expected to be operational by 2017. No mention however has been made as to who the major investors will be but as has previously been reported the main ones are British Energy, RWE, Eon, EDF and others.

New Generation of Reactors11 JanuarySource: The TimesSince the announcement that the UK government was in favour of building new nuclear power stations there have been many companies who have expressed an interest. Along with their interest has been speculation of the type of power station to be built. 4 different types have been selected to be reviewed by the Nuclear Installations Inspectorate, the Health and Safety Executive and the Environment Agency. They are expected to choose 3 of the models to be inspected at much closer detail over the next three years. It is thought that the licensing and planning for the station would be completed by 2012 with a possible build time of 4 – 5 years. Source: BBC, GNNThe UK government announced that it had given the formal go-ahead for companies to put forward plans to build up to 10 new generation nuclear power stations. The stations would all be built on existing sites with the first one estimated to be ready between 2017 and 2020. All plants will be built privately with the likely contenders being EDF, RWE and British Energy among others. The government will put a bill before Parliament to allow for the speeding up of planning laws. The government has also said that it will not subsidise the building of the stations except in emergency situations. Decommissioning of nuclear waste from the new stations will have to be paid for, via a fund, by the companies running the stations. Plans for new coal fired generator approved4 JanuarySource: Financial Times, The TimesThe Financial Times reported that initial planning permission has been given to Eon, the German power generation company, to build a new coal fired plant in England. There are still other hurdles to be got over before the company can start building such as a possible public enquiry or if they are fortunate just permission from the Secretary of State for Business, Enterprise and Regulatory Reform. However this could take up to two years. The new plant would be built beside the existing one in Kings North in Kent. It is expected to be able to generate 1,600 MW enough to generate power for 1.5 million homes. New technology would see the plant capture the carbon dioxide into liquid form and store it in empty gas field cavities in the North Sea. However the technology for this has not been proved to work on a commercial scale. There is opposition to the building of new coal plants as well as nuclear ones but with time running short on the aging nuclear plants a decision must be made soon. If approval is given by the government another German company, RWE Npower, also intends to apply for planning permission to build 2 new coal fired plants. The government will in the next few months invite applications from companies for funding for carbon capture and storage projects. EDF Energy Chief Interview8 OctoberSource: The Times NewspaperA report in the Times newspaper indicated that the UK government should announce its intentions on the future of nuclear power in Britain by the end of 2007. This Wednesday sees the conclusion of the second consultation on nuclear generation with some commentators believing that the government will give its blessing to going ahead with the projects. The article, which was also an interview with the CEO of EDF energy of France, said that EDF is keen to be in the bidding to build any new nuclear power stations in the UK. Although the government will have to give its permission, new nuclear stations would be built and run privately. Nuclear Waste Disposal20 AugustSource: Financial Times p.3The Financial times reported that the UK government may publish its energy bill in autumn 2007. The Bill will legislate the points made in the Energy Review 2007 (see link below). The main point in it as regards nuclear energy is the funding for the disposal nuclear waste in the future. Companies would be required to make payments to a scheme which would fund the decommissioning of stations in the future. The type of scheme has not been chosen as yet but several have been mentioned. It is expected that the UK government will announce its policy on the building of new nuclear power stations at the end of 2007. The article states that the most likely sites are on existing nuclear power stations as the local population were supportive of this type of energy production. (UK) is preferred to run the low level radioactive waste repository. As well as running the repository the winners would also run UK policy on all low-level waste disposal. The other bidding groups are – (1) Energy Solutions, BNG Project Sevices, Fluor, and Jacobs; (2) Babcock, Stoller and Nukem. A further contract to be announced in 2008 will be for the running of the Sellafield complex in Cumbria which contains high level nuclear waste. The interested bidders for this contract estimated to be worth many billions are – (1) The Washington Group, Areva and Amec; (2) Serco, Bechtel and BXWT Nuclear Services; and (3) Fluor, Toshiba and CH2M Hill. The winner of this contract will also run the Thorp nuclear reprocessing plant. 19 JulyFinancial Times p. 2The Financial Times reported that the UK government is considering selling off a share of its state owned nuclear assets – the Atomic Energy Authority (nuclear research and decommissioning body). The UK government which wants to exit the nuclear business will continue with the sale of the assets of British Nuclear Fuels (BNFL) with everything sold by sometime next year. Sales already of the UK’s nuclear assets include Westinghouse to Tosibha ($5.4 bn) and a contract to Energy solutions of the USA to run and decommission the 10 Magnox reactors (£72 mn). BNFL also announced that it was selling its one third stake in Atomic Weapons Establishment (AWE) – the body maintains the UK’s arsenal of nuclear weapons. At present the ownership of AWE is split between BNFL, Serco, and Lockheed Martin.

26 JuneFinancial TimesThe Financial Times reported that the Canadian firm, Atomic Energy of Canada Ltd (AECL), will sign an agreement with the British trade union ‘Unite’ to use up to 80% of locally recruited workforce if it wins contracts to build new nuclear power stations in the UK.
