GENEVA - The US decision to sus-pend funding of the World Health Organization (WHO) deals a blow to international cooperation that is vital to fighting the coronavirus pandem-ic, a row of governments and health experts warned yesterday (15).

US President Donald Trump on Tuesday (14) announced he would suspend funding, accusing the UN health agency in Geneva of "cover-ing up" the coronavirus, siding with China in opposing travel restrictions and "praising China for its so-called transparency".

China said it was "seriously con-cerned" about the US move. Foreign Ministry spokesman Zhao Lijian said

the WHO plays an "irreplaceable" role in responding to public health crises. "The current global epidemic situation is grim and at a critical mo-ment," he said, warning the US’ deci-sion will weaken WHO’s capacity and undermine international coopera-tion in the fight against epidemics.

DUNEDIN -New Zealand’s prime minister has said she and other ministers will take a 20% pay cut lasting six months to show solidarity with those affected by the coronavirus outbreak, as the death toll con-tinues to rise.

Jacinda Ardern said it was important the government’s most highly paid politicians show “leadership and solidar-ity” with workers on the front-line and those who had lost their livelihoods. Ardern, gov-ernment ministers and public service chief executives will take the cut for six months, ef-fective immediately.

The pay cut will reduce Ardern’s salary by $47,104. Cabinet ministers would take

a cut of NZ$26,900 each, while deputy prime minister Win-ston Peters’ salary would be cut by $33,473.

Dr Ashley Bloomfield, the director-general of health who has led the elimination re-sponse to the crisis, confirmed he would “definitely” take a pay cut too, as would opposition leader Simon Bridges.

Ardern said: “If there was ever a time to close the gap be-tween groups of people across New Zealand in different posi-tions, it is now. I am respon-sible for the executive branch and this is where we can take action … it is about showing solidarity in New Zealand’s time of need.”

BEIRUT - Some 74 million people in the water-scarce Arab region are at greater risk of catching the novel coronavirus because they lack a sink or soap at home, the United Nations said yesterday (15).

This includes 31 million people in Sudan, more than 14 million in war-torn Yemen and 9.9 million in Egypt, a UN report said.

"While it has been agreed world-wide that hand-washing with soap and water is the best prevention against COVID-19 contagion, this simple act proves to be difficult in a region where 74 million people lack access to a basic hand-washing fa-cility," the UN's Economic and So-cial Commission for Western Asia said. "Refugees and people living in conflict areas or under occupa-

tion bear an additional burden," it added. An estimated 26 million refugees and displaced people are at greater risk of contracting the illness region-wide, as they lack ad-equate access to water and hygiene services, ESCWA said.

"It is urgent to ensure access to clean water and sanitation services to everyone everywhere, at no cost for those who cannot afford it, in order to avoid further spread of the coronavirus," ESCWA Executive Secretary Rola Dashti said.

About 87 million people in the region also lack access to drink-ing water at home, forcing them to collect it from a public source and similarly threatening their health, the UN agency warned.

Restrictions on movement in the world's second-most populous nation of 1.3 billion people - put in place in late March - have hit the poorest the hardest, including rural migrant workers and other labourers.

In cities and towns, usually bustling streets are deserted with shops shut-tered, while jobless migrants who did not manage to make the long journey home to villages, often on foot, are living in crowded shelters in cities. The lockdown has also taken place during the harvest season, with farmers worried their reaping and sowing cycles will be severely disrupted and place further pressure on India's food supply chain -- already hit by transport delays. "To mitigate hardship to the public, select additional activities will be allowed," the Home Affairs Ministry said. "The revised consolidated guidelines are aimed at operating those sectors of the economy which are critical from the perspective of rural and agricultural development." Under the new guidelines to be imple-mented from April 20, agriculture and related sectors including farmers' mar-kets, logistics, repair shops and brick kilns will be restarted. Strict measures will be enforced, including the wearing of face masks or coverings.

The rural and industry sectors make up about 40% of India's GDP. Some 70% of India's workforce lives in rural regions. Many fear India's lockdown has pushed millions of workers, particularly in the informal economy, deeper into poverty.

PARIS - The worldwide death toll from the novel coronavirus pandemic rose to 126,898 yesterday (15), according to a tally compiled by AFP at 1100 GMT from official sources.

More than 2,001,200 declared cases have been registered in 193 countries and territories since the epidemic first emerged in China in December. Of these cases, at least 428,100 are now considered recovered.

In the past 24 hours, 6,885 new deaths and 77,810 new in-fections have been recorded around the world. The tallies, us-ing data collected by AFP from national authorities and infor-mation from the World Health Organization (WHO), probably reflect only a fraction of the actual number of infections. Many countries are testing only the most serious cases.

In the United States, now the epicentre of the pandemic, 2,410 more deaths have been recorded in the last 24 hours, bringing the death toll to 26,059 with 609,516 infections. At least 44,364 patients have recovered. Italy is the next most-affected country with 21,067 deaths from 162,488 infections. It is followed by Spain with 18,579 fatalities from 177,633 confirmed infections, France with 15,729 deaths and 143,303 infections and Britain with 12,107 deaths from 93,873 cases.

China - excluding Hong Kong and Macau - has to date de-clared 3,342 deaths and 82,295 cases with 77,738 recoveries.

Europe has listed 1,010,896 cases and 85,272 deaths to date, the US and Canada together have 636,413 cases with 26,983 deaths, Asia 147,564 cases with 5,218 deaths, the Middle East 108,791 cases with 5,135 deaths, Latin America and the Carib-bean 73,673 cases with 3,343 deaths, Africa 16,215 cases with 869 deaths and Oceania 7,652 cases with 78 deaths.
